The company said the project could eventually produce 127 tonnes per year of the two heavy rare earths. \nMarket capacity for heavy rare earths outside China is around 400 tpy, the company said last week. \nChina introduced export controls on dysprosium and terbium in April 2025 following the announcement of higher tariffs on China by US President Donald Trump. China then strengthened controls on exports to Japan at the beginning of this year following comments on Taiwan by Japan’s Prime Minister Sanae Takaichi. \nChina has exported no dysprosium oxide or terbium oxide directly to Japan this year, according to Chinese customs data.\nJapanese magnet makers have been using their stockpiles of heavy rare earths this year, according to traders. \nManufacturers reduce heavy rare earth usage\nAt the same time the increase in heavy rare earth prices outside China has caused magnet producers to reduce their reliance on the elements through technological improvements.\nIndustry participants said consumption of dysprosium and terbium per unit of NdFeB magnet production has steadily declined over recent years, a trend they expect to continue.\nInnovations including grain boundary diffusion, changes to grain size and the use of alternative alloying elements have allowed manufacturers to improve magnetic performance while reducing heavy rare earth content.\nDespite this, participants stressed that dysprosium and terbium will remain critical inputs for many high-performance magnet applications in the foreseeable future, even if usage per magnet continues to decline.\n“[Dysprosium] and [terbium] will be in demand, no question.
