Malaysia is scaling AI-integrated grid infrastructure, Vietnam has become the first country in Southeast Asia to pass a formal AI law, and Indonesia is deploying AI across transport, energy and public services at pace. Over the last year, Southeast Asia attracted more than US$55 ($71 billion) billion in AI infrastructure commitments, with capacity projected to grow 180% by 2030, faster than any other part of the Asia Pacific.\nSingapore sits at the leading edge of this shift. National AI initiatives outlined in Budget 2026 span advanced manufacturing, connectivity, finance, and healthcare, reflecting the extent to which AI is now embedded in core economic systems. The Government Technology Agency (GovTech) is developing a registry of AI agents to track ownership and function across some 150,000 public officers, a signal that agentic AI is no longer a pilot concept but an operational reality.\nAs AI adoption accelerates, governments are also moving to strengthen the resilience and governance of the systems on which they increasingly depend. In Singapore, the Cyber Security Agency of Singapore has announced plans to raise cybersecurity standards for Critical Information Infrastructure (CII) owners, including requiring them to attain the highest tier of the Cyber Trust Mark certification by 2027 to strengthen baseline cyber resilience and address supply chain risks.\nThe urgency behind these measures is not hard to explain, and even the most proactive regulators are finding that intent is not enough. Frontier AI has fundamentally changed the character of the threat environment, pushing cybersecurity into a real-time contest of machine against machine. Autonomous agents can now exploit vulnerabilities and exfiltrate critical data within minutes, rendering the 72-hour reporting windows that underpin most regulatory frameworks effectively obsolete. Legacy governance systems built for a world where threats moved at human speed were simply not designed for this. The question is no longer whether to act, but whether existing structures can move fast enough to matter.\nAnother issue to address is that many of the AI systems embedded in critical infrastructure today are built, trained, updated or hosted outside the organisations and sometimes the countries that rely on them. This creates an uncomfortable reality for governments. When systems fail, public authorities remain accountable, yet they often have limited visibility into how these systems operate. Research across the Asia Pacific increasingly points to this visibility gap as a structural vulnerability as AI becomes an infrastructure layer in its own right.\nWhy current public-private arrangements are no longer sufficient\nIn theory, public-private partnerships are meant to bridge this gap. In practice, many existing arrangements across the region are transactional rather than strategic. Engagement tends to focus on procurement cycles, pilot projects, and contractual deliverables, with limited attention to the long-term management of AI systems once deployed.\nOversight can often be reactive as well. Governments and operators come together after incidents, rather than through continuous risk management and shared learning. This model may have worked for static infrastructure and predictable technologies, but it is poorly suited to AI, which is adaptive and capable of producing ripple effects across connected systems.\nThe problem is made worse by an information gap. Companies that build and run these systems understand them deeply, while regulators often only see the results, not how the systems actually work. Without visibility into how AI models are developed, updated, or tested, regulators are left responding to outcomes rather than preventing risks. In this situation, neither side can effectively predict or manage failures that could spread across different sectors on their own.\nSingapore has moved further than most. Its proactive approach, from the Cyber Trust Mark to the new AI agents registry, reflects an understanding that assurance must be embedded before deployment, not retrofitted after failure. Yet even Singapore faces limits: evolving AI supply chains, cross-border dependencies, and complex technologies mean that more iterative, risk-sharing co-governance will still be needed to fully manage systemic threats.\nWhat co-governance looks like\nClosing this gap across the Asia Pacifc region requires moving beyond compliance toward co-governance, a shared approach where governments and operators manage AI risks together.\nSingapore's recently updated Agentic AI Governance Framework offers a useful regional blueprint, built around four foundations: assessing and bounding risks upfront, ensuring meaningful human accountability, implementing technical controls, and enabling end-user responsibility. This kind of structured architecture, co-developed by regulators and industry, is precisely what the region needs to replicate at scale. And it must remain human-centric, ensuring AI augments the capabilities of first responders and public safety officials rather than replacing human judgement in high-stakes decisions.\nFirst, both sides need to work together to identify risks early. This means regularly reviewing how AI systems are designed, testing risk assessments, and trying to uncover weaknesses before they are deployed or widely used.\nSecond, incident simulations shared on a regular basis are essential. Cyber exercises that mimic disruptions can help governments and infrastructure operators practise how they can test failure modes, communication protocols, and coordination across sectors during AI-driven system failures.\nThird, standards and assurance baselines need to be co-developed by regulators and operators. When safety thresholds and evaluation criteria are jointly designed, they reflect both regulatory expectations and operational realities. This creates a common language of risk and reduces ambiguity.\nFourth, national or regional AI testbeds for critical infrastructure are essential. These controlled spaces allow organisations to trial new systems or updates safely before they are rolled out in real-world settings.\nLastly, co-governance requires clearer ways for governments to understand how important AI systems work, such as where models come from, how they are updated, and how they respond under pressure. The goal is not to expose proprietary technology but to ensure systems are reliable before problems occur.\nSingapore's AI agent registry offers a tangible illustration of what this can look like. Developed through a regulatory sandbox before broader rollout, it gives the government structured visibility into the ownership and function of AI agents operating across 150,000 public officers, without requiring operators to expose proprietary systems. It is precisely the kind of mechanism that co-governance depends on: not surveillance, but shared situational awareness built through trust.\nA pivotal inflection point for Asia Pacific\nThe stakes are particularly high in Asia Pacific, where fragmented regulatory approaches to AI create uneven protections and exploitable cross-border gaps.\nIn Indonesia, smart city pilots and grid optimisation initiatives are advancing rapidly, yet regulatory scaffolding lags, and cybersecurity capacity remains uneven.\nIn India, federal diversity fuels innovation but produces inconsistent assurance and weakens accountability.\nIn Australia, the Security of Critical Infrastructure Act provides a foundation, but AI-specific assurance mechanisms are still developing. Each country faces distinct pressures, but they share a common structural challenge: AI is being embedded into critical infrastructure faster than governance models are fully adapting.\nCrucially, this governance gap is being actively exploited. Adversaries are beginning to weaponise AI at machine speed to scale sophisticated attacks and probe both IT and operational technology environments for systemic weaknesses.\nBecause critical infrastructure is overwhelmingly owned and operated by the private sector, but safeguarded by national security frameworks, a siloed defence is no longer viable. Defending against AI-driven threats requires a fundamental paradigm shift: we must move past isolated compliance and toward a deeply integrated public-private co-governance model.\nOnly a co-designed, platform-based approach to collective defence can bridge the gap between accelerating AI adoption and the robust, sovereign governance required to secure nations.\nThe region is facing a moment in time. It can continue with ad hoc, reactive engagement and accept growing systemic vulnerability. Or it can move toward interoperable principles, shared assurance practices, and structured public-private co-governance.\nCo-governance allows for the real-time sharing of threat intelligence, turning public cybersecurity from a reactive posture into a proactive, unified shield. Co-governance is no longer a theoretical ideal. It is a practical response to the reality that governments do not own most of the systems they now depend on, yet remain responsible for their resilience.
