Lynas Gains Bull as China Expands Export Controls -- Market Talk

0048 GMT - China's expanded export controls on dual-use materials and technologies could delay efforts to expand rare-earths production elsewhere, reinforcing Lynas's premium as the biggest non-Chinese producer of separated rare earths, Macquarie says. The bank raises its target on Lynas shares by 10% to A$22.00 and upgrades the stock to outperform from neutral. China's Commerce Ministry has added 10 U.S. industrial and defense-linked firms--including MP Materials and USA Rare Earth--to its export control list. "Management's confirmation that reagents and equipment for current operations and expansion will be sourced ex-China is a key differentiator," Macquarie says of Lynas. Shares are up 0.8% at A$18.76, adding to Monday's 2.4% gain. (rhiannon.hoyle@wsj.com; @RhiannonHoyle)
