Know the news with the 7NEWS app: Download today ArrowThe data reveals Sydney LGA has a total of 3698 STRAs registered with the Planning Department.It is a state-wide requirement that STRAs be registered with the department, and they cannot be occupied for more than 180 days per year.The data also reveals NSW overall has 48,267 STRAs which, if they were made permanent rental properties, would add about 5.3 per cent further vacancy to the current 2 per cent vacancy rate in the state’s rental market.While the City of Sydney is looking into how a potential ban could work to increase the amount of available long-term rentals, the issue is not limited to the Harbour City, according to University of New England senior lecturer in urban and regional planning Ali Soltani. Soltani said the impact of STRAs varies depending on location — with the worst-hit areas being in tourist hotspots.“In Shoalhaven (NSW South Coast), there are 25 STRAs for every (long-term) rental vacancy,” he said.“In Kiama (south of Wollongong) 135 STRAs against just three vacancies .... and in Waverley (Sydney’s Eastern Suburbs), they outnumber rental vacancies by four times.”Be the first to know: Add 7NEWS as your preferred news source on GoogleHe added the impact of such high quantities “absolutely affects the rental market”. “(It’s) basic economics, when you take housing out of the long-term pool and put it into visitor accommodation, supply shrinks and prices rise,” Soltani said.Housing advocate Jordan Van den Lamb, aka PurplePingers, has supported an ‘all out’ ban of short-term rentals such as AirBnB and Stayz. Credit: Diego Fedele/AAPHousing and tenants’ activist Jordan Van Den Lamb, known on social media as PurplePingers, said he has noticed a massive increase in STRAs in his hometown of Melbourne as Victoria does not have the same limitations imposed by the NSW government.“They’re a blight on our society and they’ve absolutely exacerbated the housing crisis,” Van Den Lamb told 7NEWS.com.au.“We have some of the lowest vacancy rates literally on record at the moment, some of the most expensive housing in the entire world and we’ve got a crisis of all of these empty homes that are unoccupied for either all of the year or most of it.”State-wide statistics in Victoria are unavailable as the government does not require STRAs to be registered.However, third-party websites which track STRA listings, such as InsideAirBnB, claim more than 24,000 properties have been listed in Melbourne in the past year.The website also claims thousands of those listings are occupied for fewer than 60 days every year.Van Den Lamb said he would skip implementing taxes or time limits and instead support an “all out ban” of STRAs.“In places where they’ve implemented an Airbnb tax or a limit to the amount of time it can be a short-stay, it just hasn’t done anything,” he said.Some Australian councils are currently weighing up if restrictions or bans of short-term rentals will increase the amount of properties in the rental market. Credit: Patrick Semansky/APHowever, that limited impact of restrictions actually highlights how little influence STRAs have on the rental market, Adelaide University professor of strategic management Peter O’Connor said. “It has a very, very marginal effect on supply of houses and units, but it’s not the cause of the problem,” he told 7NEWS.com.au. “The cause of the problem is our population is exploding and our supply of houses and places to live is not.”Other capital cities around the world — such as New York — actually saw an increase in rental costs after introducing restrictions, according to research conducted by O’Connor.He said restrictions did little to help relieve rental pressures because the properties listed as STRAs would most likely not be listed for rent.“They may be the old family house handed down after the parents have passed away, they may be a vacation house that they’ve bought for themselves that they intend to retire into at some stage in the future,” O’Connor said.“They’re putting those on the short-term rental market rather than renting them long-term because once you actually start renting long-term, the constraints and flexibility of leasing are very, very stringent.” Soltani agreed that “not all STRAs are equally damaging” and added hosted rooms and occasional primary rentals have a “limited impact” on supply. “The real problem is the un-hosted, whole, frequently available properties — the ones operating as de facto commercial tourist accommodation inside our residential housing stock,” Soltani said.“That’s where the damage is.”Experts are dubious about the effect of bans, with some saying there is little correlation between short-term rentals and a reduction in vacancy rentals. Credit: Jono Searle/AAPSoltani also noted City of Sydney would struggle to not only identify STRAs but also enforce tougher restrictions.Meanwhile, O’Connor urged the council to approach owners of STRAs with a “carrot not a stick”.An incentive-led approach has already been undertaken by the WA government, which offers a $10,000 grant to anyone who converts their STRA to a long-term rental for at least one year.O’Connor’s opinion is that continuing to “demonise” STRAs only detracts from the tougher conversations regarding housing supply.“In order to address that problem, politicians need to invest in the long term in order to decrease the barriers to construction and bring down or at least stabilise construction costs,” he said.“That’s going to take, what, maybe 10 years to actually fix. “It’s a lot easier to just say ban STRAs, they’re an easy target.”Stayz senior director of government and corporate affairs Eacham Curry told 7NEWS.com.au that STRA is “not the cause of, or the solution to, current housing pressures”. “Stayz believes housing availability and affordability are complex issues and cannot be solved by arbitrary caps, limits, or fees on the STRA sector,” Curry said. “These approaches do not address current concerns around housing and could risk the positive economic and tourism impact STRA brings to local communities.”AirBnB in December said it “supports fair, sustainable and evidence-based regulation of the short-term rental sector and is committed to working with the NSW Government to ensuring a fair and sustainable regulatory framework is in place for the industry”.“This framework has provided certainty and clarity for hosts, as well as the broader community around compliance, while the registration scheme is updated daily to ensure the NSW Government has the data it needs to accurately assess the footprint of the sector.“Blunt measures have not worked to improve housing affordability in areas such as Byron Bay.”The company noted analysis from Frontier Economics which found a limit of 60-days imposed by the Byron Shire Council had “failed to deliver on the council’s promise it would combat the housing crisis in Byron Bay”. “Instead there are fewer long-term rental listings available and rental prices have risen to their highest ever,” AirBnB said.‘Stresses me so much’: Why housing minister moved on bombshell property changes3 min readPoliticians clash as Labor’s tax changes divide Aussies2 min read","kind":"highlight","is_publish_news":true,"is_publish_highlight":false,"is_publish_live":false,"is_publish_wemedia":false,"editions":null,"column":"","sentiment":"-1","news_tag":"","news_rank":0,"isVideo":false,"video":null,"symbols":[],"gpt_button":0,"need_auth":false,"need_login_tip":false,"code":"91000000","status":"200"}}}
