Sable Offshore's (SOC) plan to move oil through California pipelines, backed by the US Pipeline and Hazardous Materials Safety Administration, or PHMSA, is being opposed by California Attorney General Rob Bonta, according to a statement from the state official on Monday.
Bonta filed a comment letter alleging that the federal agency has "illegally" asserted exclusive federal jurisdiction over Lines CA-324 and CA-325 in Santa Barbara and Kern counties by reclassifying them as "interstate." He said PHMSA does not have jurisdiction over the pipelines as they are "intrastate."
The emergency permit allowing Sable to waive a safety regulation and transport oil through the pipelines has expired, and its renewal is being challenged in court by the California Department of Justice. Bonta said PHMSA has "failed to justify the need for an emergency permit and lacks robust environmental analysis."
"President Trump is simply prioritizing the fossil fuel industry, ensuring that they can continue to line their own pockets by illegally restarting oil transportation through California's pipelines at the expense of our public health and environment," Bonta added.
Sable and the PHMSA did not immediately reply to a request for comment.
Shares of Sable Offshore were down nearly 7% in Monday trading.
