Vocational Education Adds 27 New Programs, Signaling Industry and National Priorities

The 2026 edition of the Vocational Education Professional Catalogue has added 27 new undergraduate and diploma programs, featuring six distinct characteristics: "New, Strong, High, Comprehensive, Precise, and Practical."

This update provides a clear direction and reform opportunity for vocational institutions to self-examine, update, and reallocate resources, while offering students a broader platform for growth and success.

Programs serve as the basic unit of talent cultivation, bridging national will with student choices and empowering personal development and economic growth. Since the launch of the new Vocational Education Professional Catalogue in 2021, the Ministry of Education has annually added new programs to respond to accelerating technological and industrial changes, promoting integrated education, technology, and talent development.

The 27 new programs added to the 2026 catalogue stand out for their "New, Strong, High, Comprehensive, Precise, and Practical" features.

"New" reflects a clear focus on emerging industry demands. Over half of the new programs include keywords like "smart," "intelligent," or "digital," targeting new industries, technologies, business models, and scenarios. Examples include Intelligent Operation and Maintenance Technology for Energy Storage and Materials Equipment, Urban Renewal Design Technology, and Digital Cultural Tourism Technology and Applications, aligning with national strategic priorities and industrial transformation directions.

"Strong" indicates the programs embody a distinct national strength orientation. As technology accelerates, emerging fields like hydrogen energy engineering technology, humanoid robot engineering technology, intelligent agent communication technology, and low-altitude transport engineering technology are included, reflecting vocational education's rapid response to technological progress and its role in supporting a modern socialist country through educational strength.

"High" refers to a greater focus on cultivating high-level technical and skilled talent. To meet the urgent demand for high-skilled workers, China has accelerated the construction of vocational undergraduate education. This year, the number of vocational undergraduate institutions will exceed 120, providing a foundation for new programs and responding to the industrial upgrade. Among the 27 new programs, 18 are vocational undergraduate programs, twice the number of diploma-level programs.

"Comprehensive" highlights the wide coverage of professional categories. The additions span 14 of the 19 major vocational education categories, covering emerging and future industries (e.g., energy, electronics, information) as well as traditional ones (e.g., civil engineering, water conservancy), and both production services (e.g., finance, commerce) and lifestyle services (e.g., public administration). This reflects a holistic design to improve alignment between vocational education and economic and social development.

"Precise" demonstrates accurate targeting of national strategies, urgent industrial needs, and core corporate demands. The additions are closely tied to the national "15th Five-Year Plan," the updated National Occupational Classification Dictionary, and extensive surveys and consultations with regional authorities, industry committees, experts, and businesses. Fields like humanoid robot engineering, intelligent operation and maintenance, and elderly care and childcare are addressed, enhancing the precision in meeting urgent and difficult demands.

"Practical" is evident in the programs' origins and naming. Beyond thorough research and validation, the new programs leverage resources such as industry-education integration communities, city-level education alliances, and high-skilled talent clusters to deepen supply-demand connections. Programs like Intelligent Water Engineering, Intelligent Nondestructive Testing Technology, Cruise Ship Interior Decoration Technology, and Opera Costume and Prop Design are concrete, clear in purpose, and highly practical.

This update provides a reform opportunity for vocational institutions to self-examine, update, and allocate resources. Schools should first systematically study the new program list to understand its characteristics and directions. Second, they should assess local industrial needs and their own foundations, seize opportunities, and develop program adjustment plans, moving from passive adaptation to active leadership by accelerating forward-looking layouts and deepening industrial connections. Third, they should adopt a systematic approach to integrate education, technology, and talent development, embedding smart technology and traditional cultural heritage into all programs rather than simply adding them, and leveraging resources from schools, businesses, and research fields.

For students, these new programs offer a broad platform for growth. Practical and forward-looking programs enhance vocational education's appeal, with visible application scenarios and promising future prospects boosting learning motivation and career value. Synchronized learning with emerging industrial layouts and major strategic projects allows students to stay at the forefront of development through classroom study and internships, improving education quality and outcomes.
