Commerce Department Releases Second Allocation Plan for 2026 Agricultural Export Quotas

The Ministry of Commerce has issued the "Notice on the Second Allocation of Agricultural Product Export Quotas for 2026" on July 27.

The notice directs local commerce authorities to promptly carry out the secondary distribution, verification, and feedback for export quotas covering live hogs and live cattle for Hong Kong and Macau, border trade rice, border trade wheat flour, and sawn timber. Quotas should be prioritized for enterprises with high fulfillment rates, strong operational capabilities, quality product sourcing, and solid brand reputation. Authorities should coordinate local export realities, leverage the guiding role of quotas, and manage the pace of distribution effectively. Close monitoring of quota usage progress, dynamic adjustments to quotas, and improvements in quota utilization rates are required.

Secondary quota allocation plans must be promptly reported to the Ministry of Commerce's Department of Foreign Trade for record-keeping, with copies sent to the Ministry's Quota License Bureau, the China International Electronic Commerce Center, and relevant export license issuing agencies. Border trade rice and border trade wheat flour export quotas are limited to exports to traditional border markets with neighboring countries. When issuing export licenses, local commerce authorities must strictly review export contracts and other materials in accordance with the list of export enterprises designated by each region. Enterprises are strictly prohibited from exporting through non-border trade ports or across provinces.
