This groundbreaking practice signals an expansion of Sichuan's IP pledge financing from traditional collateralized loans to bill issuance, opening up an entirely new pathway for asset-light technology enterprises in the province to resolve their financing challenges. The recipient company, a science-and-technology enterprise integrating research, development, production, and sales in the tea and plant extraction sector, relies on its proprietary microwave-assisted extraction patent technology to achieve highly efficient tea polyphenol extraction, with core product indicators surpassing national standards and positioning it as a key force in modernizing Sichuan's agriculture.

However, with market orders steadily climbing, the company found itself under mounting pressure for working capital turnover in raw material procurement and production operations. This urgency drove its desire to activate intangible assets such as patents and unlock intellectual property financing channels. Responding to the enterprise's operational needs, the Pujiang County Market Supervision Bureau, under the guidance of the Chengdu Municipal Market Supervision Bureau, implemented policy incentives by introducing county-level intellectual property financing subsidy policies, while also managing enterprise property rights confirmation and policy alignment to promote patent-based credit-enhanced financing.

The Chengdu Intellectual Property Trading Center stepped in as a professional platform, completing patent asset assessment, valuation, and pledge registration, thereby smoothing the entire chain of IP evaluation, pledging, and disposition. Concurrently, the Chengdu branch of Zhejiang Mintai Commercial Bank established a dedicated approval fast-track, finalizing the entire review process in just three working days while waiving all fees associated with issuing the bank acceptance bill—a dual benefit that compressed the financing timeline and substantially reduced the enterprise's overall borrowing costs.

This transaction has opened a new "IP + bill" scenario, where the innovative model requires no substantial diversion of corporate liquidity, effectively easing cash flow pressures for science-and-tech enterprises and further unlocking the value of their patent-based intangible assets.
