Ningxia Imposes Stricter Supervision on Electric Bicycle Sales, 18 Cases Recorded

During a press conference on the special campaign to improve traffic safety for motorcycles and electric vehicles in Ningxia, held on July 29, Ma Lixin, deputy director of the regional market supervision department, outlined the measures taken to tighten oversight of electric bicycle sales.

Since the start of the year, market supervision authorities across the region have employed five key strategies, including ledger management, business constraints, and random inspections, to strengthen the supervision of electric bicycle retail. As of now, 18 cases of illegal activities have been formally investigated and punished, with fines and confiscated funds totaling 162,000 yuan. This action has effectively cut off the flow of illegally modified and non-compliant vehicles.

Ningxia has no electric bicycle manufacturers. The market supervision departments have used regular patrols, surprise inspections, and online monitoring to identify electric bicycle dealers. They have established dynamic supervision files for 1,199 retailers, ensuring a clear understanding of both the number of business operators and the vehicles for sale.

Retailers are now required to strictly maintain purchase and sales records, keeping complete documentation such as manufacturer qualifications, purchase invoices, and customer purchase receipts. This ensures that the origin of goods can be traced and their destination monitored.

In line with the new national standards for electric bicycles, the authorities are rigorously verifying compulsory product certification (CCC) and vehicle certificates. Sales of vehicles that do not match their documentation or exceed standards are prohibited. Penalties, including administrative sanctions and inclusion on a list of serious violators, are publicly disclosed, and cases involving criminal activity are promptly referred to the police.

Online, the department has issued administrative guidance to 42 e-commerce platform companies, requiring them to verify product qualifications and remove illegal advertisements for "speed limit removals" and "canopy modifications," as well as products that encourage such modifications.

Electric bicycles, batteries, and chargers have been included in the annual key product inspection list. The plan is to conduct 80 batch tests this year, focusing on key indicators like maximum speed, motor power, and braking performance, creating a regulatory loop of "inspection, handling, rectification, and re-inspection." The first batch of 10 typical cases involving substandard electric bicycles and related products for 2026 has already been published.

The public is encouraged to report illegal modifications and sales of non-compliant vehicles through the 12315 complaint hotline, with a commitment to verify and respond to all reports.
