Mentougou District in Beijing has set an ambitious goal to grow its three pillar industries—artificial intelligence, ultra-high-definition digital audiovisual (computational audiovisual), and innovative cardiovascular pharmaceuticals and medical devices—to a combined scale of 45 billion yuan by the end of the 15th Five-Year Plan period. This marks a significant transformation for the district, which has successfully pivoted from its historical identity as a "coal city" to becoming a thriving hub for technological innovation.
During a recent press conference themed around accelerating green and high-quality transformation, district officials highlighted that these three industries have already achieved breakthrough progress "from zero to one" and now account for 21.5% of the district's total GDP as of the first half of this year. The district's vision represents a strategic shift toward building a modern industrial system with high recognition, strong competitiveness, and concentrated development.
In the artificial intelligence sector, Mentougou is strengthening its "Jingxi Intelligence Valley" brand to establish a national-level AI development highland. The district plans to accelerate the construction of the Jingxi Intelligent Computing Center, aiming to achieve an independent innovation advanced computing cluster of 10,000 P (petaflops), while simultaneously promoting computing-power-electricity collaboration to integrate computing with green energy for a low-carbon development path. On the application front, the district will advance the construction of the Beijing Shengteng Ecological Pioneer Center, upgrade the Jingxi Intelligence Valley model tuning workshop and large model filing service station, and accelerate the establishment of a Token factory to drive deep industry-specific applications of large models.
Mentougou is also strategically positioning itself in embodied intelligence by collaborating with Beijing, Tianjin, and Hebei to jointly build the Jingxi Open-Source Chip and Robot Integration Innovation Center, providing a domestically controlled and independently controllable chip foundation for this emerging field. Additionally, the district is deploying industry-specific intelligent computing centers and advancing the implementation of 10,000 P computing power at locations such as Zhuwo and Lujiashan, while building an "algorithm warehouse" to develop more than ten vertical application models.
For ultra-high-definition digital audiovisual technology, the district is focusing on creating the "Jingxi Drama Valley" as a national-level computational audiovisual industry cluster. Deepening strategic cooperation with China Media Group, Mentougou will accelerate the construction of the "CCTV Zone" ultra-high-definition demonstration park as a new landmark for the industry. The district plans to develop the full industrial chain of "AI plus premium short dramas (animation dramas)" encompassing technical research, intelligent creation, location shooting, promotion and distribution, and talent cultivation. An XR immersive audiovisual joint laboratory will be established alongside a specialized Xingye OPC community, with the goal of creating a closed industry loop for "creation, filming, and production in Jingxi" and cumulatively launching over 1,000 premium short dramas.
In the cardiovascular innovation sector, Mentougou is building the "China Heart Valley" as a new engine for innovative drugs and medical devices. Leveraging the National Center for Cardiovascular Diseases and the first batch of national medical centers at Fuwai Hospital, the district will support leading enterprises in establishing an innovation transformation model spanning "clinical needs, technical breakthroughs, pilot production, and registration launch." The plan includes building common foundational technology platforms, transforming a series of core products, and constructing an enabling support system to form a hundred-billion-level cardiovascular innovation industry cluster. The district will also leverage the Beijing Natural Science Foundation-Baiyang Pharmaceutical Innovation Joint Fund to support 200 basic research projects over five years, while accelerating the industrialization of next-generation artificial hearts and 4π intelligent robot radiotherapy systems.
The Zhongguancun Mentougou Park serves as the core carrier for these industrial ambitions. Having entered the hundred-billion-yuan economic threshold by the end of the 14th Five-Year Plan period, the park aims to exceed 200 billion yuan in revenue during the current plan period. The park will adopt a spatial layout of "one axis, one ring, multiple points," anchored along the western extension of Chang'an Avenue, with three industrial space rings and support matrices including the Fuwai Hospital Xishan Campus, Zhongguancun (Jingxi) AI Technology Park, and the ultra-high-definition digital audiovisual demonstration park. Approximately 100,000 square meters of industrial space will be released over the next three years through the renovation of old factory buildings.
A distinctive feature of the park development is its focus on creating a youth-friendly environment. Plans include adding over 1,000 talent apartments to build an integrated "work, life, and social" youth community, establishing a "15-minute youth vitality circle." The park will also enhance green and low-carbon infrastructure, construct the Zhongguancun (Jingxi) AI Technology Park energy center, and expand green electricity demonstration applications to position itself as a leading low-carbon demonstration park in the city. Furthermore, the district is promoting the transformation of the Zhongguancun Mentougou Park into a comprehensive future science and technology town, with new facilities including the Shilong Phase V new materials R&D base and an innovative drug and medical device manufacturing base.
Along the Yongding River's right bank in Mentougou, the district plans to create a vibrant waterfront corridor connecting with Shijingshan and Fengtai's waterfront systems, supporting the "two parks, one river" coordinated development. This area will host the China Media Group ultra-high-definition demonstration park, further solidifying the "Jingxi Intelligence Valley," "Jingxi Drama Valley," and "China Heart Valley" industrial identities.
Recognizing that a quality business environment is essential for productivity and competitiveness, Mentougou will focus on three key elements: fintech, talent services, and enterprise empowerment during the 15th Five-Year Plan period. The district will build a multi-level technology finance system encompassing special industry funds, allocation-investment linkage transformation, tech innovation credit enhancement, intellectual property pledge financing, technology insurance, and capital market promotion, adopting a "one industry, one fund" model to cover enterprise financing needs across their full lifecycle.
In 2026, Mentougou will establish new investment sub-funds covering the three pillar industries, set up district-level allocation-investment linkage achievement transformation funds, and increase support for technology insurance, with emphasis on promoting local transformation of technological achievements and Beijing-Tianjin-Hebei collaboration. For talent development, the district is building platforms such as the Marie Curie Scholars Chinese Association Reception Hall to attract strategic scientists, industry leaders, and outstanding engineers, while implementing programs like the "Jingxi Entrepreneurs" training camp and "Jingxi Craftsmen" forging camp to cultivate high-skilled and innovative talent.
The district will also improve its business environment by establishing a "one-stop vertical industry service" list, enhancing the "Jingxi Intelligence Valley" mini-program and the "Menjing" intelligent computing platform, and providing on-demand and partner-style services to enterprises. A matching platform for large, medium, and small enterprise integration will be built, and the "comprehensive inspection in one visit" approach will be fully implemented to minimize disruption while ensuring responsiveness to enterprise needs.
Beyond the core industries, Mentougou is developing rehabilitation medicine and high-end wellness industries centered around Fuwai Hospital's West Campus, leveraging the nation's first lifestyle medicine center. The mountainous areas will focus on leveraging ecological and cultural tourism resources to cultivate rural slow-living wellness industries, developing scenarios for ecological leisure, residential wellness, and pastoral healing. This dual approach addresses local elderly care needs while accommodating urban seniors seeking residential wellness, creating a distinctive path for coordinated development of elderly services and health industries in mountainous regions.
The district has also seen remarkable progress in cultural, agricultural, tourism, and sports integration, with tourist reception numbers growing at an average annual rate of 24.76% and tourism revenue increasing by 39.36% annually during the 14th Five-Year Plan period.
