According to data released by the National Bureau of Statistics, agricultural investment in China increased by 14.5% year-on-year in the first four months of this year, maintaining a strong growth momentum. In the previously published report on the agricultural and rural economic performance for the first quarter, investment data was also a highlight, with national fixed asset investment in the primary industry growing by 15.9% year-on-year, ranking first in growth rate among the three major industries.

Agricultural investment, along with agricultural output, farmer incomes, and rural retail sales, serves as a key indicator for assessing the health of the agricultural and rural economy. Investment is often seen as a barometer of market expectations, and the positive trend in agricultural investment indicates that agriculture and rural areas are becoming a focal point for capital. Examining the Total Volume

Fiscal support for "agriculture, rural areas, and farmers" has steadily increased. During the 14th Five-Year Plan period, central government funds for rural revitalization reached 850.5 billion yuan. Starting in 2026, this funding will transition to a regular assistance mechanism, with its scale remaining generally stable. This year, 177 billion yuan has been allocated, focusing on supporting industries, employment, and other forms of assistance. Concurrently, investment channels such as local government special bonds, land transfer revenues, financial credit for agriculture, and social capital are opening new avenues for expanding effective investment in agriculture and rural areas.

Looking at the Investment Focus

The scope of agricultural investment is continuously broadening. Targeting the stable and secure supply of grain and important agricultural products, projects like high-standard farmland construction and facility agriculture upgrades are progressing steadily, with increasing investment in agricultural development and rural infrastructure. Furthermore, a clear upward trend in investment is also evident in emerging industries and business models, including agricultural product processing, leisure agriculture, rural tourism, agricultural waste resource utilization, rural e-commerce, and smart agriculture.

Assessing the Effectiveness

With the effective infusion of agricultural support funds, numerous projects—such as comprehensive rural environmental improvements, agricultural product storage and cold chain facilities, and rural roads—have been successfully implemented. Clusters of advantageous and distinctive industries are rapidly forming, boosting farmers' incomes, enhancing the beauty of the countryside, and improving villagers' quality of life, bringing tangible changes to agriculture, rural areas, and farmers.

Taking rural industrial development as an example, industrial investment has become a significant force driving rural economic growth. In the first quarter of this year, China's agricultural product processing industry showed steady progress, with value-added in the large-scale agricultural and sideline food processing sector increasing by 6.8% year-on-year. In March, the Purchasing Managers' Index (PMI) for national leading agricultural industrialization enterprises stood at 58.1%, remaining in the expansion zone above 50%, rising by 6.8 and 3.8 percentage points month-on-month and year-on-month, respectively, indicating a sustained improvement in industry sentiment. The development momentum of rural wealth-enhancing industries remains strong, serving as a major source of increased income for farmers.

Comprehensively advancing rural revitalization necessitates increased investment in agriculture and rural areas to address shortcomings. Since the beginning of the year, Hebei Province has proposed striving for agricultural key project investment to reach 115 billion yuan by 2026; Hangzhou, Zhejiang, has budgeted 4.123 billion yuan in municipal and county-level fiscal agricultural support funds this year, of which 260 million yuan supports the construction of beautiful and harmonious villages, and 141 million yuan fosters the development of new agricultural productive forces. In the first quarter, Kunming, Yunnan, had 230 agricultural-related projects with investment exceeding 5 million yuan under construction, including 110 newly started projects; Bayannur, Inner Mongolia, commenced 53 agriculture and animal husbandry projects with a total investment of 9.862 billion yuan...

This year's Government Work Report identifies expanding effective investment as a key focus for stimulating domestic demand and stabilizing economic growth. For developing the agricultural and rural economy, expanding effective investment is also a crucial lever. Looking ahead, it is essential to further improve the diversified investment mechanism, form a joint force for diversified investment, increase the total volume, and enhance the quality.
