Heilongjiang Launches Subsidy Application for High-Power Continuously Variable Smart Tractors

Heilongjiang Province has officially initiated the subsidy application process for high-end smart tractors, targeting models with 200 horsepower or more that feature continuously variable transmissions. The move is designed to address technological gaps in agricultural machinery.

Applications must be submitted by August 31, 2026, via the online platform for independent filing of agricultural machinery purchase and application subsidy products. Qualified enterprises are required to complete the product selection and filing process in a single session on the platform.

Scope of Application: Two Categories of High-End Smart Tractors

The subsidy covers two types of tractors listed in the machinery gap directory: those that have achieved research breakthroughs and need field maturation. The first category includes 200 horsepower and above hybrid electric continuously variable high-end smart tractors. The second category covers hydraulic mechanical continuously variable high-end smart tractors of the same power output.

Conditions Vary by Product Type

Hybrid electric continuously variable tractors must meet four key requirements. For advancement, they need at least one utility model patent, invention patent, or provincial-level or higher scientific achievement certification, with independent intellectual property rights for key transmission components. For safety, they must have a safety inspection report or verification report from a tractor testing body with CMA certification or a testing institution with both CMA and CNAS accreditation. For applicability, applicants must provide real-time monitoring data from field tests covering at least 5,000 mu of plowing or subsoiling work (with no less than 2,000 mu per tractor), a field trial verification report, and evaluation materials from agricultural service organizations. For consistency assurance, the tractors must meet or exceed the requirements of current tractor promotion and appraisal guidelines.

Hydraulic mechanical continuously variable tractors require a valid agricultural machinery test and appraisal certificate. They must also meet the same advancement requirements regarding patents or scientific achievements, with independent intellectual property for key transmission components.

Application Process: Single-Platform Handling

To streamline procedures and improve efficiency, product selection and filing are conducted simultaneously on the independent filing platform. Enterprises can complete both steps in one session. Required application materials include an application form, a commitment letter, the company's business license and credit report, factory condition and R&D materials, R&D investment and cost-price analysis, and意向 sales and after-sales service documents. The provincial agriculture department will organize expert reviews of the materials and conduct verification of the advancement and consistency assurance capabilities for hybrid electric products.

Strict Penalties and Clear Red Lines

The notice emphasizes that any abnormal findings, such as shoddy manufacturing or poor reliability discovered during testing and inspection, will trigger timely warnings and handling. If product quality is found to be low, performance fails to meet standards, or there is suspicion of subsidy fraud, subsidies will be recovered upon confirmation, and the perpetrators will be dealt with strictly according to laws and regulations. Testing institutions that issue false reports will face severe penalties, with serious cases being placed on a "blacklist" and those suspected of crimes being referred to judicial authorities. Any disputes or economic losses arising from the suspension or cancellation of product subsidy eligibility or dealership eligibility will be the sole responsibility of the agricultural machinery production and sales enterprises.
