Former Deputy Director of Guizhou Provincial Natural Resources Department Yang Bing Expelled from Party and Public Office

Yang Bing, former member of the Party Committee and deputy director of the Guizhou Provincial Natural Resources Department, has been expelled from the Communist Party of China and removed from public office following an investigation into serious disciplinary and legal violations, according to a statement released by the Guizhou Provincial Commission for Discipline Inspection and Supervision.

The investigation, approved by the Guizhou Provincial Party Committee, found that Yang Bing had lost his ideals and convictions, deviated from his original aspirations and mission, and engaged in factional activities.

He violated the spirit of the Central Eight-Point Regulation by accepting gifts and cash that could affect the impartial performance of his official duties, and by giving gifts that clearly exceeded the norms of customary social exchanges.

Yang also breached organizational principles by lobbying for official positions and improperly approved the transfer of relevant mining rights in violation of his work responsibilities.

He treated public power as a tool for personal gain, using his position and the conveniences derived from his authority or status to secure benefits for others in areas such as mineral resource allocation and the establishment and renewal of exploration rights, while illegally accepting enormous amounts of property from others.

Additionally, he gave property to other state functionaries in order to obtain improper benefits.

Yang Bing seriously violated the Party's political discipline, organizational discipline, and work discipline, constituting a serious violation of duty-related laws and suspected crimes of bribery and offering bribes. He failed to restrain himself or halt his actions after the 18th National Congress of the Communist Party of China, and the nature of his offenses was serious with a vile impact, warranting severe punishment.

In accordance with the relevant provisions of the Regulations on Disciplinary Actions of the Communist Party of China, the Supervision Law of the People's Republic of China, and the Law of the People's Republic of China on Administrative Discipline for Public Officials, the Standing Committee of the Guizhou Provincial Commission for Discipline Inspection, after study and with the approval of the Guizhou Provincial Party Committee, decided to expel Yang Bing from the Party and remove him from public office. His disciplinary and illegal gains will be confiscated, and the suspected criminal issues will be transferred to the procuratorial organs for review and prosecution in accordance with the law, along with the related property.
