Suifenhe offers a refreshingly cool summer climate. At six in the morning, the Russian Goods Heilongjiang No.1 Warehouse within the Tianfu Sheng International Logistics Park is already a hive of activity. Among the automated three-dimensional shelves, stacker cranes precisely store and retrieve goods, while intelligent sorting lines operate at high speed. Workers scan product barcodes with handheld smart terminals, uploading data to the system platform in real-time. Bilingual Chinese-Russian hosts seamlessly switch between languages in their live-streaming studios, enthusiastically showcasing products to domestic consumers. This modern, intelligent logistics hub, with a total investment of 234 million yuan and covering 87,000 square meters, supports the high-speed operation of cross-border trade with a daily processing capacity of 18,000 orders, peaking at 100,000.

Suifenhe, a crucial port city for trade with Russia, is pioneering institutional innovation to cultivate the "new blue ocean" of cross-border e-commerce. Leveraging the policy advantages of the Free Trade Zone's "bold exploration, bold experimentation, and independent reform," Suifenhe has deeply innovated its e-commerce models, generating a series of replicable and scalable innovations. Since the zone's establishment, cumulative cross-border e-commerce trade volume has reached 10.58 billion yuan, with the 2025 annual figure hitting 3.76 billion yuan—a year-on-year increase of 53.8%. This scale ranks first in the province, solidifying its leading position in industrial development.

Enhancing Hub Capacity: "Three Warehouses in One" Opens a Fast Lane for Two-Way Flow

In the climate-controlled sorting area of the Russian Goods Heilongjiang No.1 Warehouse, selected Russian foods, Western-style snacks, and daily chemical and personal care products are neatly arranged. Over 3,000 high-quality items await sorting and dispatch in a constant 18-degree Celsius environment. These goods are sourced directly from overseas suppliers and, through an intelligent "three warehouses in one" storage system, can reach domestic consumers within 48 hours at the fastest.

The Tianfu Sheng International Logistics Park has constructed five intelligent cloud warehouses with differentiated functions, precisely implementing a two-way, dual-circulation trade model. Cloud Warehouses 1 through 4 are dedicated export facilities. They consolidate premium goods from across the country, leveraging nationwide sourcing channels, for efficient customs clearance through the Suifenhe port before bulk export to all regions of Russia. Warehouse 5 is designated as the "Tianfu Sheng Russian Goods Heilongjiang No.1 Warehouse," aggregating first-hand Russian supplies for distribution nationwide. "We have established direct procurement partnerships with over 30 overseas suppliers, ensuring maximum product authenticity and price competitiveness," stated the park's on-site manager.

Ecosystem Synergy: Multi-Platform Linkage Activates the Industrial "Pool"

The maturity of industrial infrastructure determines a city's development level in cross-border e-commerce. At the Suifenhe International Logistics Valley cross-border e-commerce supervision site, workers efficiently arrange outbound e-commerce parcels. "This batch of goods can complete customs clearance procedures the same day and be dispatched via the port to its destination," explained on-site staff. Simultaneously, multiple overseas warehouses operated by Suifenhe enterprises abroad receive order data in real-time, preparing for last-mile delivery. Overseas warehouse operators noted, "Our storage network in key markets enables delivery to most overseas regions within 3 to 5 days."

In terms of enterprise cultivation, Suifenhe has expanded its market entities through investment attraction, business incubation, and service stabilization, fostering a diverse industrial ecosystem where businesses of all sizes coexist and develop synergistically. Currently, the city hosts 4,650 e-commerce entities, including 376 dedicated cross-border e-commerce firms, with over 12,000 professionals employed in the sector. It has gathered 146 first-hand Russian goods suppliers, and its annual parcel shipment volume has consistently ranked first in the province for over a decade. An industrial pattern featuring differentiated development across multiple carriers, including the Ross Mall cross-border e-commerce live-streaming base and the Tianfu Sheng Russian Goods Heilongjiang No.1 Warehouse, has taken shape.

Suifenhe has also built a two-way trade closed loop based on two local specialty platforms. On the import side, the "Sui Yi Gou" Russian Commodity Display and Trading Platform serves as the core, establishing a nationwide authentic Russian goods brand. On the export side, it relies on the "Sui Yi Da" independent cross-border e-commerce site for direct brand supply and international marketing, truly realizing a two-way development model of "bringing in Russian goods and sending out Chinese goods." Furthermore, the city was the first in the province to establish the Suifenhe Digital Trade Integrated Service Platform and the Foreign Trade Comprehensive Service Platform, enabling faster data transmission, higher inspection efficiency, and more comprehensive information management for cross-border e-commerce enterprises, significantly improving the convenience of cross-border trade.

System Innovation: "Dual Warehouses, Dual Clearance" Leads Provincial Reform

Institutional innovation is the core advantage driving the cross-border e-commerce industry. The Suifenhe Zone pioneered the "Dual Sourcing & Dual Selling" and "Dual Warehouses & Dual Clearance" service systems in the province, injecting strong momentum into the industry through institutional openness.

Regarding the "dual warehouse" layout, domestically, it focuses on developing landmark border warehouse projects like the Tianfu Sheng International Logistics Park, the Public-Railway Logistics Transfer Warehouse, and the Zhongtong Smart E-commerce Logistics Park. This integrates import transit, online retail, and express delivery distribution into a unified "three warehouses in one" model, comprehensively enhancing the consolidation and distribution capabilities for imported goods. Overseas, it relies on a Russian overseas warehouse network to establish an efficient "domestic consolidation + overseas distribution" logistics chain, deploying 10 overseas warehouses across key Russian cities like Moscow, Vladivostok, and Ussuriysk, with a total area exceeding 200,000 square meters, serving over 100,000 Chinese sellers.

The "dual clearance" mechanism effectively addresses customs inspection efficiency issues between the two countries. By optimizing clearance procedures, import and export goods achieve efficient customs clearance both domestically and abroad, significantly reducing cross-border transit time and costs. Combined with the "dual sourcing & dual selling" model, Suifenhe has simultaneously opened two-way channels for domestic and international procurement and sales, truly realizing a closed-loop, two-way cross-border trade system of "buying and selling from both sides."

From a frontier port to a cross-border e-commerce hub, Suifenhe's transformation demonstrates that border opening requires not only geographical advantages but also the courage for institutional innovation and persistent determination. Looking ahead, Suifenhe will continue to amplify the combined policy advantages of the Free Trade Zone and the Comprehensive Pilot Zone, optimize its domestic and international warehousing and distribution networks, refine the two-way trade closed loop, and propel the cross-border e-commerce industry toward higher-quality development, writing a more remarkable chapter in China's opening to the north.
