According to the "Notice on Implementing the 'Anhui Province Government Centralized Procurement Catalog and Standards (2026 Edition)'" (Finance Procurement [2025] No. 459) and relevant regulations, the following rules are established to manage procurement for projects outside the centralized procurement catalog and below the decentralized procurement threshold (hereinafter referred to as off-catalog, sub-threshold projects).

This notice applies only to the procurement management of off-catalog, sub-threshold projects. These projects refer to individual or batch procurement budgets below 600,000 yuan (excluding 600,000 yuan) for construction projects, and below 500,000 yuan (excluding 500,000 yuan) for goods and services (including engineering design, surveying, supervision, testing, list preparation, cost auditing, etc.).

For construction projects with a budget or control price below 600,000 yuan (excluding 600,000 yuan), the procuring entity may independently choose procurement methods including open tender, invitation tender, competitive negotiation, single-source procurement, and competitive consultation. The procurement shall be entrusted to a bidding procurement agency, with relevant transaction information published on the Anhui Province Bidding and Tendering Information Network.

For goods and services projects with a budget or control price below 500,000 yuan (excluding 500,000 yuan), the procuring entity may independently choose procurement methods including open tender, invitation tender, competitive negotiation, single-source procurement, competitive consultation, price inquiry (applicable only to goods), or framework agreement procurement. The procurement shall be entrusted to a bidding procurement agency, with relevant transaction information published on the Anhui Province Bidding and Tendering Information Network.

Off-catalog, sub-threshold project procurement shall follow these procedures. The procurement requesting department proposes the procurement requirement. The entrustment of a procurement agency is determined, and the procurement method is reasonably selected based on the project situation. The agency manages the entire procurement process, including but not limited to preparing procurement documents, issuing procurement notices, organizing bid openings and evaluations, collating and transferring project archiving materials, and handling related matters during the procurement process. The successful bidder is determined according to the procedures specified in the procurement documents. The Comprehensive Management Department is responsible for signing the contract, and the procurement requesting department is responsible for implementation.

Off-catalog, sub-threshold project procurement may follow the financial reimbursement procedure if any of the following circumstances apply. The procurement requesting department recommends a supplier, specifying the scale, duration (cycle), charging standards, rates, discount coefficients, etc., for the construction, goods, or services project, and reports to the Party Leadership Group for collective decision-making. Circumstances include projects involving national security, state secrets, emergency rescue and disaster relief, or using poverty alleviation funds for work-relief programs requiring migrant workers, where bidding is unsuitable. Another is when the investor or sole supplier of a franchise project, selected through tender, is legally capable of constructing, producing, or providing the required items. Also applies when procurement of construction, goods, or services must be from the original successful bidder to avoid affecting construction or functional compatibility. Further, when the cost of using a tender procurement method is disproportionately large relative to the total value of the government procurement project. Individual projects may also be urgent, with other similar projects available for reference.

Regarding the selection and determination of procurement methods. For construction projects between 100,000 yuan and 600,000 yuan (inclusive of 100,000 yuan, excluding 600,000 yuan), and goods and services projects between 50,000 yuan and 500,000 yuan (inclusive of 50,000 yuan, excluding 500,000 yuan), the procurement method is proposed by the project's procurement requesting department and reported to the Party Leadership Group for collective decision-making. For construction projects below 100,000 yuan (excluding 100,000 yuan), and goods and services projects below 50,000 yuan (excluding 50,000 yuan), the procurement method is proposed in writing by the procurement requesting department and submitted to the department's responsible deputy head for approval.

These regulations are interpreted by the Wuhu Key Project Construction Management Office. These regulations take effect from the date of issuance. The original "Notice on Issuing the 'Further Provisions on Procurement Management for Projects Below the Decentralized Procurement Threshold'" (Wuhu Reconstruction Comprehensive [2025] No. 38) is simultaneously repealed.
