Residential Power Pricing Now Applies to Disability Service Facilities in Jiangsu Province

A new policy has been jointly issued by the Jiangsu Disabled Persons' Federation, the Provincial Development and Reform Commission, and the Provincial Department of Civil Affairs, titled the "Notice on Implementing Residential Electricity Pricing Policies for Living Areas in Disability Service Facilities."

This initiative aims to apply a residential aggregated user electricity rate to the living power consumption of disability service venues, with a gradual transition to an automatic "application-free and immediate-enjoyment" mechanism. The policy is expected to benefit over 3,000 disability service organizations across the province, significantly reducing their operational costs and supporting enhanced service capabilities.

Under this policy, the residential aggregated user electricity price in Jiangsu is set at RMB 0.5483 per kilowatt-hour, which is approximately 24% cheaper than the industrial and commercial rate of RMB 0.72 per kilowatt-hour. Depending on the scale of each facility, the annual electricity savings per organization could range from several thousand to tens of thousands of yuan.

The notice clearly defines the policy's scope: it applies to living electricity used in disability service facilities providing rehabilitation, centralized care, and daytime care services across the province. However, electricity for ancillary administrative, commercial, rental, and for-profit services is excluded from this preferential rate.

For the application process, eligible organizations can submit requests to their local power supply company, providing proof of electricity usage entity status, legal representative identification, and certification documents from the county-level or higher Disabled Persons' Federation. After an on-site inspection by the grid company confirms the details, the policy takes effect from the month following the application. For facilities with sub-metered electricity, the disability service organization and the primary user must jointly submit the application.

Notably, the notice encourages regions with the necessary conditions to implement an "application-free and immediate-enjoyment" model. In line with the "Jiangsu Province Optimizing Business Environment Action Plan (2026 Edition)," county-level or higher Disabled Persons' Federations and civil affairs departments can establish a joint working mechanism with grid companies. Under this model, the Disabled Persons' Federation, in coordination with civil affairs authorities, will verify the list of eligible organizations and submit it to the grid company in a timely manner. After inspection and confirmation, the policy is applied directly, eliminating the need for organizations to proactively apply. In areas where this streamlined approach is already in place, the Disabled Persons' Federation and civil affairs departments must submit an audited list of eligible organizations to the grid company by the end of each year, with the policy taking effect from January of the following year.
