Tianjin has issued the "15th Five-Year Plan for the Development of Elderly Care Programs and the Construction of the Senior Services System."
By the end of 2025, the city's resident population aged 60 and above reached 3.65 million, accounting for 26.78% of the total, higher than the national average.
During the "15th Five-Year Plan" period, population aging will become even more pronounced, with advanced age, empty-nest households, and loss of self-care capacity overlapping and intertwining.
The plan systematically outlines tasks for the city's elderly care development and senior services system during the "15th Five-Year Plan" period.
Development Goals
The plan proposes that by 2030, the elderly care development mechanism and senior services system suited to the requirements of building a modern socialist metropolis will be further improved, consensus across society on actively responding to population aging will be further consolidated, social governance effectiveness and development vitality will be further stimulated, and elderly people will be supported in living with security, medical care, purpose, learning, and joy.
01 Social Security System More Optimized and Sustainable
The level of basic pension insurance and medical insurance protection will rise steadily, the long-term care insurance system will be fully established, and the relief and social welfare systems for the elderly will be further improved. The number of people covered by basic pension insurance will reach 10.2 million, and the number covered by basic medical insurance will reach 12.05 million.
02 More Quality Senior Service Supply
A basic senior service system coordinated among home, community, and institutions and combining medical care with health maintenance will be fully built, a three-tier senior service network will achieve full coverage, inclusive senior service resources will continue to expand, diversified senior service supply will become more adequate, and the "Jin-brand elderly care" service brand will be upgraded. The coverage rate of elderly care complexes with comprehensive functions in townships (subdistricts) will reach 80%, the proportion of nursing-type beds in elderly care institutions will reach 75%, and the coverage rate of community elderly care service facilities will reach 80%.
03 Stronger Health Support System
The allocation of elderly health service resources will be scientific and balanced, the supply of elderly rehabilitation, nursing, and hospice care services will continue to expand, a comprehensive, continuous, urban-rural elderly health service system will be basically completed, and average healthy life expectancy will be further raised. The proportion of public general hospitals at level two and above with geriatrics departments will reach 90%, and the proportion of general hospitals and traditional Chinese medicine hospitals at level two and above with rehabilitation departments will reach 100%.
04 Stronger Momentum in the Silver Economy
The policy system and development environment for the silver economy will continue to improve, product supply will become increasingly rich and high-quality, the industrial chain will become more complete and efficient, new breakthroughs will be made in the development of the rehabilitation assistive device industry, products and services adapted to aging will become more varied, and new consumption scenarios and business forms for seniors will become more diverse.
05 A More Vibrant Age-Friendly Society
The construction of livable environments for the elderly will continue to advance, elderly human resources will be effectively developed and utilized, the rights and interests of the elderly will be strongly protected, and the social atmosphere of respecting, loving, and helping the elderly will become stronger. The participation rate of the elderly in social activities will reach 65%, the proportion of townships (subdistricts) with senior schools will reach 100%, the coverage rate of district-level legal aid workstations for the elderly will reach 100%, and the coverage rate of grassroots senior associations will reach 80%.
06 More Standardized Comprehensive Supervision of the Aging Sector
The service supervision and management system in the aging field will be improved, multi-dimensional regulatory mechanisms covering quality, safety, and pricing will operate effectively, and industry development will be standardized, healthy, and sustainable. The number of districts achieving networked fire control systems in elderly care institutions will reach 9, and each elderly care institution will conduct no fewer than four emergency drills per year.

One: Clarifying the Drafting Approach
The first part summarizes the city's achievements in elderly care development during the "14th Five-Year Plan" period, identifies shortcomings, analyzes the new situation and tasks faced during the "15th Five-Year Plan" period, and clarifies the guiding ideology, basic principles, and development goals of the plan. Taking the improvement of elderly people's well-being as the starting point and ultimate goal, and focusing closely on security, medical care, purpose, learning, and joy in old age, it sets 23 main indicators in areas such as social security, senior services, health support, social participation, age-friendly environments, factor support, and the silver economy.

Accelerate the construction of a three-tier senior service network featuring "one platform at the district level, one site in each township (subdistrict), and one place in each village (community)," vigorously develop home-based elderly care services, optimize community elderly care service supply, raise the professional level of elderly care institutions, promote elderly care service development in agricultural areas, strengthen care for key groups such as the disabled and those with dementia, and reinforce comprehensive supervision of elderly care services.
03 Strengthen Health Support for Medical Care in Old Age
Optimize full-cycle elderly health services, increase the supply of hospice care services, promote high-quality development of integrated medical and elderly care services, and upgrade elderly traditional Chinese medicine health services.
04 Improve Participation Mechanisms for Purpose in Old Age
Build a training, development, and support service system for elderly human resources covering the entire life cycle, promote regular and long-term volunteer services for the elderly, support elderly people's participation in social governance, and strengthen the construction of grassroots senior associations.
05 Optimize the Framework for Learning in Old Age
Improve the four-level school-running system for elderly education, advance the standardized construction of universities for the elderly, enrich the content and forms of elderly education, and promote digital empowerment of elderly education.

Improve elderly people's digital literacy, strengthen technological innovation in the aging sector, promote age-friendly transformation of digital applications, and bridge the digital divide.

Vigorously promote a cultural atmosphere of filial piety and respect for the elderly, improve social preferential policies for the elderly, advance the construction of livable environments for the elderly, effectively safeguard the lawful rights and interests of the elderly, and consolidate society-wide consensus on actively responding to population aging.
Three: Clarifying Safeguards for Plan Implementation
The third part puts forward work requirements in areas such as strengthening organizational leadership, improving working mechanisms, improving the safeguard system, promoting coordinated development of elderly care services in the Beijing-Tianjin-Hebei region, building a high-quality talent team, and strengthening monitoring and evaluation. It calls for improving an aging work mechanism featuring unified leadership by Party committees, administration according to law by governments, close cooperation among departments, active participation by mass organizations, and vertical connectivity and horizontal coordination, improving the fiscal safeguard mechanism for elderly care development, deepening coordination among Beijing, Tianjin, and Hebei in aging-related policies, projects, industries, and talent, strengthening the construction of the elderly care service talent team, and establishing and improving a monitoring and evaluation mechanism for plan implementation.
