Streamlined Business Environment Boost: Digital Re-Inspection Approval Lets Companies Handle Matters Remotely

A medical device logistics firm in Cangzhou Economic Development Zone has become an early beneficiary of a new digital service that eliminates the need for physical visits during approval re-inspections.

On August 14, at Jide Kangjian Cangzhou Medical Device Logistics Co., Ltd., vehicles moved in and out in an orderly manner while workers were busy checking in infusion sets, diagnostic reagents, and other medical devices. The company's business manager, Wang Yingcui, noted that the "zero-visit" rectification digital service introduced by the Cangzhou Municipal Administrative Approval Bureau allowed them to complete the renewal of their medical device operating license entirely online.

Wang explained that the entire process, from application to re-inspection and approval, was handled through the internet, saving significant time and effort. The company completed its online re-inspection review in just one day, avoiding the hassle of back-and-forth travel and preventing any disruption to operations due to an expiring license.

Since March, the Cangzhou Municipal Administrative Approval Bureau has been promoting this "zero-visit" rectification digital service. Leveraging a remote inspection system, it has created a closed-loop service model for 62 approval items involving inspection and rectification review. The new model follows a sequence of on-site notification, independent rectification, online submission, and cloud-based verification, replacing the traditional offline re-inspection method and allowing companies to handle matters without ever leaving their premises.

Previously, when companies applied for approvals requiring on-site inspections, bureau staff had to visit the site first and issue an inspection report. If rectification was needed, the company would have to organize paper documents, return to the service window, and wait for staff to conduct another on-site review. Any failure to fully address the issues meant additional rounds of corrections and document deliveries.

To address this pain point, the bureau restructured the entire inspection and rectification review process. Wang Jialin, head of the Comprehensive Inspection Section, said that after completing the initial on-site inspection, staff now provide companies with a one-time notification of all rectification standards and requirements if any non-compliance is found in areas such as premises or equipment. Once the company completes its corrections, it only needs to upload a rectification report along with before-and-after comparison photos through the remote inspection system. Staff can then review the submissions in the cloud, using video calls to verify details when necessary.

This approach maintains strict approval standards without relaxing verification requirements, while significantly reducing processing times. Jide Kangjian, which provides centralized storage and distribution services for 140 medical device clients, urgently needed to renew its operating license before expiration. During the initial inspection, staff identified issues including a loose blackout curtain and improper storage of Class I and II medical devices. They issued a report listing the required corrections.

Wang noted that her company completed all rectifications by the afternoon of the same day and uploaded the report with photos via the remote inspection system. The re-inspection review was completed the very next day. Previously, such a process would have taken at least a week; now it takes just one day, dramatically improving efficiency.

Wang Jialin added that the "zero-visit" digital service effectively prevents delays caused by repeated corrections and physical document submissions, while also resolving the bottleneck where re-inspection reviews slowed down the entire approval process. To date, 22 companies across the city have benefited from this service, with the average processing cycle for inspection rectification reviews compressed by 60 percent, further enhancing approval efficiency.
