Difficulty in scenario implementation is a common challenge faced by AI enterprises today. Jiangxi Zhicheng Feipiao Technology Co., Ltd., established in 2021, is a high-tech enterprise specializing in AI video platforms and intelligent scenario applications. As the operating entity of the Baidu PaddlePaddle (Jiangxi) AI Industry Empowerment Center, the company has successfully deployed a range of high-precision visual algorithm systems in industrial inspection processes, setting industry benchmarks. Zhou Bin, General Manager of Zhicheng Feipiao, candidly shared during a research visit: "Insufficient openness of some government application scenarios and lengthy decision-making cycles, coupled with financial pressure, have constrained our scenario validation and large-scale promotion."

In response to this common issue, provincial, municipal, and district departments have aligned their efforts to solve the problem collaboratively. The Provincial Development and Reform Commission is integrating the "AI+" initiative with digital government construction to facilitate the orderly opening of scenarios in urban governance and public services. Meanwhile, the Provincial Department of Industry and Information Technology is collecting typical application scenarios, with the first batch of 24 scenarios providing direction for Zhicheng Feipiao's demonstration and promotion. The Municipal Development and Reform Commission precisely connected provincial policies to the enterprise, successfully recommending Zhicheng Feipiao's AI video platform and intelligent scenario application project for provincial digital economy special funding. The Municipal Industry and Information Technology Bureau organized the enterprise to participate in applications for typical scenarios and products, while the Municipal Data Bureau launched a municipal government large model service platform project, establishing a unified foundational base for grassroots scenario implementation.

While provincial and municipal departments plan and deploy, Qingshanhu District, as the local jurisdiction, provides frontline services in close coordination. This includes assisting Zhicheng Feipiao in applying for municipal government cloud resources, organizing the enterprise's participation in national and provincial "Data Elements ×" competitions with its "Three Assets Cloud Map" product, promoting the integration of its flight control platform into the municipal unified drone flight platform, and assisting with long-term airspace applications. These efforts guide the enterprise's AI technology toward broader application in government scenarios and local industries.

"To be honest, these policies are not just displayed on walls; they are genuinely benefiting our enterprise," said Zhou Bin. He noted that departments at all levels have introduced various supportive policies to facilitate AI application scenario implementation, which has been instrumental to the company's development. "For example, this year our 'AI video platform and intelligent scenario application project' received provincial digital economy special funding for 2026, and our battery cell EL defect AI inspection solution and FFC cable flaw AI inspection solution were included in Jiangxi's first batch of 'two lists' for data elements in 2026, giving us the opportunity to promote our self-developed AI products locally." Zhou Bin expressed confidence that with sustained government-enterprise collaboration, scenario implementation challenges will be further alleviated, enabling better enterprise growth and contributing to the development of Nanchang's digital economy and AI industry.

Strengthening Talent Acquisition to Build the Intellectual Foundation of the Real Economy

At Fangda Special Steel Technology Co., Ltd., a large curved screen in the Smart Control Center displays real-time production parameters, creating a panoramic view of the enterprise's intelligent manufacturing operations. Inside the high-line intelligent finished product warehouse at the steel rolling plant, a 5G-based intelligent system enables unmanned cranes to move with precision above finished products, conducting automated loading operations that have completely transformed traditional warehousing practices. After the enterprise expressed its need to recruit high-end leading talents, Qingshanhu District proactively provided services by inviting Liang Jianguo, Chairman of Fangda Special Steel, to participate in the district's "dual recruitment" activities. Judicial Precision Protection Enables Enterprises to Advance with Ease

The second step creates a "fast track" for cases with solid evidence and existing settlements between parties, prioritizing acceptance and swift adjudication to resolve another batch. The third step instructs the enterprise to promptly supplement evidence for cases that lack completeness, with immediate case filing once materials are ready. For complex cases involving engineering quantity assessments, the court ensures that appraisal procedures commence immediately after filing, running in parallel with the trial to maximize efficiency. This coordinated approach has already yielded results, with a case between Nanfei Company and Fujian Ankai Fire Engineering Co., Ltd. successfully mediated under court guidance, resulting in the plaintiff voluntarily withdrawing the lawsuit and achieving true case closure.

Furthermore, in response to the enterprise's report of four execution cases outside the court's jurisdiction, the Qingshanhu District People's Court has proactively taken responsibility by reporting the situation to the Nanchang Intermediate People's Court and coordinating connections to overcome obstacles in cross-regional collaborative resolution. The Nanchang Intermediate People's Court strictly implements the case registration system, opening a green channel for Nanfei Company's related cases to ensure that all cases are filed and all appeals are heard. Simultaneously, the court is comprehensively reviewing the enterprise's execution cases, intensifying efforts to locate individuals and assets, leaving no stone unturned in the search for executable property leads, and continuously driving substantial progress in case execution. On July 27, Nanfei Company formally signed and approved the complete resolution plan, marking the official closure of the city's handling of this enterprise's demands. From proactively visiting to identify needs, to accurately diagnosing issues and prescribing solutions, to providing full-process follow-up and supervision, Nanchang has demonstrated the profound meaning of closed-loop service, truly transforming legal protection into the confidence and assurance that enable enterprises to operate lightly and develop with peace of mind.
