Multiple Regions Including Hangzhou and Nanjing Roll Out "Lobster" Policies to Support OpenClaw and OPC-STC Development

Multiple local governments have intensively introduced specialized support policies, creating competitive frameworks around the OpenClaw open-source intelligent agent and the OPC-STC ecosystem. According to an announcement from Xiaoshan District, in an effort to seize opportunities in artificial intelligence development, the district has released the "Several Measures of Xiaoshan District, Hangzhou, to Support the Development of OpenClaw & OPC-STC (Draft for Soliciting Comments)." Concurrently, Nanjing's Qixia District and Jiangning District have also released corresponding specialized policies. Analysis suggests that the concentrated rollout of these policies provides comprehensive support for OpenClaw developers and OPC-STC enterprises, covering computing power, data, capital, and talent. This is expected to significantly reduce early-stage development costs for related companies and accelerate the clustering of startup projects in this sector.

The draft measures from Hangzhou's Xiaoshan District aim to implement decisions for the development of a new generation of AI, seize new opportunities in the field, establish the district as a primary hub for AI innovation and development, and build a distinctive AI industry and entrepreneurial ecosystem. Key provisions include offering free deployment and development support for OpenClaw. The policy encourages market-oriented, professional innovation platforms to establish "OpenClaw-type intelligent agent service zones," providing free deployment, technical guidance, and market promotion services, with certain subsidies available for eligible platforms.

Subsidies for token consumption are also supported. Eligible OPC-STC enterprises can receive a 30% subsidy on the actual costs incurred from using OpenClaw-type agents to call domestic multimodal large models for AIGC creation and production, with a maximum annual subsidy of 100,000 yuan per company. Support for OpenClaw computing power supply is provided, with eligible OPC-STC enterprises receiving computing power vouchers covering 50% of the cost for renting qualified computing services for R&D, subject to review, with an annual cap of 20 million yuan per entity.

Support for open-source intelligent agent ecosystem development includes subsidies of up to 30% for eligible operators providing free AI assistants based on OpenClaw-type agents to the public or developers, or operating open-source communities for technical exchange and application展示. The maximum annual subsidy is 500,000 yuan per entity. The policies also encourage OPC-STC enterprises to purchase high-quality datasets from non-affiliated parties via data trading platforms for model training, offering a 30% subsidy on the transaction amount, up to 2 million yuan.

Support for cultivating demonstration scenarios encourages OPC-STC enterprises to create benchmark applications using OpenClaw-type agents in key industries, urban governance, and public services. Annually selected projects can receive up to 1 million yuan in subsidies. Free office and residential space is offered for up to 6 months and 3 months, respectively, for eligible enterprises, including 100 residential units. Talent subsidies are available for full-time recent doctoral, master's, and bachelor's graduates working in OPC-STC enterprises, offering up to 150,000 yuan in living subsidies and 36,000 yuan in rental subsidies, with higher-tier talent eligible for up to 240,000 yuan over five years.

Project development support focuses on key industrial transformation needs, using a special competition mechanism to identify and nurture high-quality OPC-STC projects deeply utilizing OpenClaw-type agents, with subsidies of up to 4.5 million yuan per project. To meet financing needs, a specialized fund totaling 50 million yuan will be established within the Xiaoshan "Tide Sailing" Angel Guidance Fund to provide diversified financing channels for OpenClaw-type open-source agent projects.

In Nanjing, Qixia District released measures to support the integration of OpenClaw and other open-source AI agent tools with OPC. These include using the Qizhi OPC cloud platform to provide developers with free OpenClaw deployment services and development kits, integrating mainstream AI frameworks and open-source code libraries for rapid production factor invocation. Developers within the OPC community will receive free computing resources and subsidies for API calls to leading domestic large models, supporting hourly or daily "elastic computing" rentals to reduce initial technical costs.

Additionally, the OPC community "Zijin Xingchen" in Nanjing Jiangning Development Zone's Purple Mountain Sci-Tech City introduced a "Lobster Six Articles" policy. This provides a full-chain startup support system tailored for OpenClaw developers and OPC enterprises across six dimensions: computing power, space, capital, talent, scenarios, and services. It includes subsidies of up to 30% for renting AI computing resources, with a maximum annual computing voucher redemption of 2 million yuan per user.
