Oversight Promotes Standardized Operations of Village-Run Cooperatives in Malong District

Oversight on the Front Line. Autumn is the season of harvest. Walking into the Fumin Professional Cooperative in Baita Community, Jiuxian Subdistrict, Malong District, Qujing City, newly harvested corn is drying in the courtyard. Villager Old Liu's dividend payment had just arrived, and he was grinning from ear to ear: "Every single transaction of the cooperative is posted on the public disclosure board. How much we are entitled to and where the money goes are all clearly visible, which puts my mind at ease!"

Previously, the Malong District Commission for Discipline Inspection and Supervision discovered during supervision and inspection that some village-run cooperatives were operating irregularly with lax financial management, which affected the vital interests of the people. The people's troubles are the starting point for oversight. The District Commission for Discipline Inspection and Supervision set up its "oversight probes" at every stage of cooperative operations, deepened the use of the "office-group-local" linkage mechanism and the regional collaboration mechanism, focused on five aspects including decision-making execution, financial revenue and expenditure, and project operations, and jointly established a special supervision and inspection team with the District Agriculture and Rural Affairs Bureau and the District Audit Bureau. Using methods such as "no notice, no greeting, no briefing, no accompanying, directly to the grassroots and directly into the scene," on-site investigations, and household visits, they conducted full-coverage supervision and inspection of all 102 registered and normally operating village-run cooperatives across the district. They identified and urged the rectification of 35 problems, pushed for improvements to cooperative fund management measures, financial disclosure systems, and benefit distribution mechanisms, further shoring up institutional weaknesses and closing management loopholes.

To verify the effectiveness of rectification, the District Commission for Discipline Inspection and Supervision conducted regular follow-up visits, focusing on whether dividends were paid in full, whether public disclosures were truthful and complete, and whether public demands were promptly addressed. A village Party branch secretary in Nazhang Town said: "After the cooperative standardized its operations, the people feel reassured, and the industry has stabilized." Under the protection of clean governance, village-run cooperatives are advancing step by step toward the goal of "linking farmers, benefiting farmers, strengthening villages, and achieving common prosperity." From standardizing charters to transparent disclosure, from establishing rules and regulations to guaranteeing dividends, rectification measures have been implemented one after another with tangible results. Today, the cooperative's account books have been made public, dividends are guaranteed through votes by the villagers' representative assembly, and the board of directors and board of supervisors are truly functioning. Village-run cooperatives operate more standardly and transparently, collective economic benefits are steadily improving, and people can receive dividends at their doorstep while also working nearby, with their sense of gain, happiness, and security continuously improving.

As dusk deepens, trucks loaded with vegetables and fruits drive out of the village entrance, heading toward distant markets. The wind sweeps through the mountains, carrying the fresh scent of soil and melons and fruits. This rural revitalization path on the eastern Yunnan plateau is growing broader and more solid with every step.
