High-quality development embarks on a new journey. On the solar power stations built above the photovoltaic sand-control bases, electricity is generated on the panels while sand is stabilized beneath them. New energy storage projects are being implemented at an accelerated pace, traditional enterprises are launching smart and green upgrades, and emerging industries such as information technology, biopharmaceuticals, and new materials are rushing to establish a presence.
Since the Fifth Municipal Party Congress, our city has anchored itself to the direction of new-type industrialization, activating new momentum through scientific and technological innovation, building solid support through green transformation, and opening up new tracks with a future-oriented vision, driving the industrial economy to accelerate its upgrading through the integration of "new" and "green." Today, the city's traditional industries are rapidly transforming, emerging industries are rising strongly, and future industries are setting sail with accumulated momentum. Activating New Quality Momentum: The New Energy Industry Accelerates Its Rise
At the Urad Front Banner Suji Sandy Land 2-million-kilowatt photovoltaic sand-control base, more than 2 million photovoltaic panels are laid out in a continuous expanse, continuously converting solar energy into clean electricity fed into the Mengxi power grid. As one of the national third batch of large-scale wind and photovoltaic base projects, the project has a total installed capacity of 2 million kilowatts. The supporting 300,000-kilowatt energy storage system complements the photovoltaic array, forming a complete clean energy supply system. When irradiance is high, the base's daily power generation can reach 14.8 million kilowatt-hours, and total power generation since commissioning has reached 1.706 billion kilowatt-hours.

Over the past five years, relying on its unique wind and solar resource endowments, our city has vigorously developed a new energy industry represented by wind power, photovoltaics, and energy storage, making every effort to build a green, low-carbon, safe, and efficient modern energy system. The city's green electricity industry scale has steadily grown, and its quality and efficiency have continued to improve.
Developing the new energy industry requires not only expanding incremental volume through large-scale wind and solar projects, but also strengthening safeguards by filling shortcomings through diversified energy storage projects. To further improve the energy peak-shaving system and optimize the energy supply structure, our city has continued to advance key projects such as pumped-storage hydropower and new-type energy storage, comprehensively consolidating the foundation for green electricity consumption and stable grid operation.

As one of the autonomous region's first batch of grid-side independent new-type energy storage power station demonstration projects, the Urad Middle Banner Delingshan 500-kilovolt energy storage power station has all operating indicators meeting design standards. It can supply 100,000 kilowatt-hours of electricity per hour for 4 consecutive hours, with an average annual power generation of about 130 million kilowatt-hours, injecting continuous momentum into regional green and low-carbon development.

In early August this year, the section from the outlet of the flood discharge and sand flushing tunnel to the construction adit of the Taiyanggou Pumped-Storage Hydropower Station was successfully completed, marking a solid step forward in the project's construction. The Taiyanggou Pumped-Storage Hydropower Station project has a total investment of 9.107 billion yuan and a designed annual power generation of 2.412 billion kilowatt-hours. The accelerated progress of this project has injected new vitality into the optimization of our city's energy structure.
At the end of August, the Inner Mongolia Huijin Energy Storage Technology Urad Front Banner 200,000-kilowatt/800,000-kilowatt-hour independent new-type energy storage power station demonstration project, with a total investment of 636 million yuan, and the Urad Front Banner 500-kilovolt substation 300-megawatt/1,200-megawatt-hour energy storage project, with a total investment of about 948 million yuan, began construction. Both projects operate in the grid-side independent energy storage mode and will be completed and connected to the grid before the end of the year. After commissioning, they can perform peak-shaving and frequency regulation, effectively consume surrounding wind and solar energy, and stabilize the local power grid structure. The implementation and operation of a batch of new-type energy storage projects have filled the shortcomings in our city's new energy consumption, opened up the key links of green electricity grid connection, transmission, and utilization, and provided solid guarantees for the development of the new energy industry.
Over the past five years, our city has adhered to systematic planning and chain-based layout, making every effort to develop clean energy represented by wind power, photovoltaics, and energy storage, and has cumulatively implemented 47 major wind power and photovoltaic projects with a total investment of nearly 70 billion yuan. By the end of 2025, the city had introduced more than 70 leading new energy enterprises and built 51 wind farms, 56 photovoltaic power stations, 2 independent energy storage power stations, and 1 national-level demonstration solar thermal power station. This year, with new energy grid connection and consumption as well as power grid dispatch as the starting point, our city has continued to increase the access intensity of clean energy projects such as wind power and photovoltaics. Through coordinated interaction of source, grid, load, and storage, it has enhanced the flexible regulation capacity of the power grid, ensuring that green electricity can be generated and used well. By the end of July, the city's new energy power generation exceeded 19.6 billion kilowatt-hours, a year-on-year increase of 24.7%, accounting for 71.52% of total power generation.
The growth of the new energy industry has driven the coordinated development of upstream and downstream industries. In August 2025, after the first 11-megawatt wind turbine rolled off the production line at the Shanghai Electric Bayannur Zero-Carbon Industrial Park, the park achieved a full-chain closed loop from core wind power components to localized mass production of complete machines, accelerating our city's transition from a region rich in new energy resources to a new highland for new energy equipment manufacturing. At present, the industrial park can annually produce 200 sets of high-end wind turbine complete machines, 300 sets of wind power drive chains, and 500 sets of high-end wind power electronic control systems.

Over the past five years, our city has adhered to the whole-industrial-chain development approach, coordinating the promotion of new energy development and utilization with the development of the new energy equipment manufacturing industry, and cultivating a batch of "lighthouse enterprises." New energy equipment manufacturing industrial projects such as the Sany Renewable Energy Bayannur Zero-Carbon Digital Intelligence Industrial Park, the Envision Bayannur Large Wind Turbine Blade Manufacturing Base, the JA Solar Bayannur 5-gigawatt high-efficiency photovoltaic module project, and the Jinfeng Heavy Industry wind power tower project have gathered momentum. In 2025, the city's "two bases and four clusters" achieved a year-on-year increase of 6.7% in added value, driving the city's above-scale industrial added value up by 5.7 percentage points. Among them, the equipment manufacturing industry grew by 43.2% year on year, and the energy and strategic resource comprehensive utilization base grew by 12.3%. Extending from resource development to equipment manufacturing, a new energy full industrial chain featuring simultaneous wind and solar development, energy storage support, and industrial clustering is accelerating its formation, continuously accumulating green momentum for our city's new-type industrialization.
Cultivating a Solid Green Foundation: Traditional Industries Regain Vitality
This year, Bayannur Western Copper Industry built a production centralized control center, empowering enterprise production to improve quality and efficiency through intelligence, with production capacity jumping from 700,000 tons to 1.5 million tons. United Laboratories (Inner Mongolia) Co., Ltd. anchored itself to the three major directions of automation upgrading, technological breakthroughs, and quality improvement, vigorously advancing key projects such as energy-saving transformation and direct green electricity connection, further reducing production costs and enhancing product competitiveness.

If the new energy industry is the "growth engine" of our city's industrial economy, then the green transformation of traditional industries is the "stabilizing anchor" for the sustainable development of the industrial economy. Over the past five years, our city has thoroughly implemented the national "dual carbon" strategic deployment and attached great importance to the green and low-carbon transformation of industry. Through a series of measures such as building a green manufacturing system, carrying out water-saving enterprise and park creation, and implementing green transformation projects, it has comprehensively promoted green, low-carbon, and high-quality industrial development, enhancing "gold content" with "green content" and reshaping productivity with "intelligent manufacturing power."
To advance green and low-carbon industrial development, our city formulated and issued management implementation rules for the green manufacturing system and established and improved a full-process working mechanism of "cultivation-creation-improvement." By the end of 2025, the city had cumulatively created 60 green factories, 5 green parks, and 6 autonomous-region-level green supply chain management enterprises.

Yanjing Beer Inner Mongolia Jinchuan Co., Ltd. is a national-level green factory, an autonomous-region-level green supply chain management enterprise, and an autonomous-region-level water-saving enterprise. In recent years, the company has advanced the automation and informatization upgrading of production equipment, and the construction of a digital intelligence factory has steadily landed. By the end of August this year, the company's beer output had completed 97% of the annual target, and total sales volume increased by 6% year on year.
Industrial water conservation is a key measure for achieving sustainable utilization of water resources and promoting high-quality development. Over the past five years, our city has actively promoted the creation of water-saving enterprises and water-saving parks, deeply tapped the water-saving potential of industrial enterprises, and carried out industrial water efficiency improvement actions. By the end of 2025, the city had cultivated 24 autonomous-region-level water-saving enterprises and 2 water-saving industrial parks, providing strong support for green and low-carbon industrial development.
Through technological transformation and deep tapping of potential, traditional industries are iterating and upgrading on the path of energy conservation, carbon reduction, water conservation, and efficiency improvement, constantly gaining new vitality and becoming a solid foundation for the steady progress of the city's industrial economy.
Seizing Development Opportunities: Future Industries Set Sail with Accumulated Momentum
While industries transform toward "new" and "green," our city also focuses on future industrial layout and actively cultivates new economic growth points. In the Bayannur Economic and Technological Development Zone, the interior decoration, clean workshop construction, and outdoor road hardening of the first phase of the Inner Mongolia Great Wall Computer Intelligent Manufacturing Base project are being advanced simultaneously. The project will rely on China Great Wall's independently developed core technologies to achieve full-chain localization from chips and motherboards to key components of complete machines, truly achieving independent and controllable core technologies. After the project is fully put into production, it is expected to annually produce 200,000 complete machine sets and 50,000 servers, with an annual output value of up to 500 million yuan. It will not only fill the gap in our city's information technology application innovation industry but also promote the establishment of an important computing equipment production base in western Inner Mongolia.
In addition to the information technology industry, the bio-based new materials field has also become an important growth pole for our city's emerging industries. In 2025, Inner Mongolia Guangda Lianfeng Biotechnology Co., Ltd. was put into production. The project has a total investment of 1.1 billion yuan and mainly engages in the production of bio-based new materials and cephalosporin intermediates. After full production, it will form an industrial layout centered on bio-based new materials, medical APIs, and medical aesthetics and big health. With this support, our city's biopharmaceutical industrial cluster has built an industrial chain with United Laboratories (Inner Mongolia) Co., Ltd. as the "chain leader" and Bashan Starch, United Animal Health, Guangda Lianfeng, and others as "chain beads," forming an industrial cluster with both investment and sales at the ten-billion-yuan level.
The green intelligent manufacturing project with an annual output of 200,000 tons of high-end metal new materials signed by Urad Rear Banner and Inner Mongolia Minghong Huarui New Material Technology Co., Ltd. is also accelerating. The annual output of 60,000 tons of rare earth basalt continuous fiber production and processing project invested and constructed by Xioneng Shiyuan (Inner Mongolia) New Material Technology Co., Ltd. has settled in Urad Front Banner. The Funke Holdings new materials project with a total investment of 620 million yuan started in the Heiliuzi Industrial Park of Urad Front Banner.
Since the Fifth Municipal Party Congress, on the basis of the city's industries persisting in seeking change through "new" and seeking efficiency through quality, emerging industries are also accelerating their "fission" growth, continuously shaping new development advantages.
