Shanghai's municipal government has released a development blueprint to accelerate the construction of the city as an international shipping hub during the "15th Five-Year Plan" period. The plan outlines a series of measures to bolster the marine insurance industry.

A key initiative involves solidifying and strengthening the operational centers for marine insurance. The plan calls for developing third-party services such as marine insurance brokerage and loss assessment to improve the overall ecosystem for shipping insurance.

Furthermore, the strategy emphasizes enhancing the concentration of reinsurance elements within the shipping sector. It supports the expansion of business undertaken by entities like the green shipping insurance consortium and the overseas fleet insurance consortium for domestically produced commercial aircraft. The plan also encourages exploring new risk transfer products and extending the global network for surveyor services.

Insurance companies are encouraged to focus on the risk protection needs in emerging areas, including new types of vessels and the entire aircraft industry chain. They are urged to develop specialized, customized insurance products to meet these demands.

The plan also advocates for promoting data connectivity between the marine insurance sector and other fields such as customs and maritime affairs. This integration aims to enhance capabilities in risk identification, precise pricing, and services for risk reduction.
