Since May alone, China Continent Property & Casualty Insurance Co., Ltd. has been hit with at least six regulatory fines.
Recent Enforcement Actions
The National Financial Regulatory Administration (NFRA) has disclosed two penalties against the insurer within a span of three days. On July 8, the Xinjiang financial regulator imposed a fine of 60,000 yuan on the company's Urumqi Central Branch for inducing policyholders to not fulfill their obligation of truthful disclosure. The responsible individual, Yi Fan, received a warning and a 20,000 yuan fine.
Earlier, on July 6, the Huludao financial regulator ordered corrective actions and levied a 130,000 yuan fine on the company's Huludao Central Branch for providing policyholders with benefits outside those stipulated in the insurance contract. The branch's group customer director, Zhu Yanxia, was warned and fined 10,000 yuan.
A Pattern of Non-Compliance
While the individual penalty amounts may be modest, they represent a recurring pattern of compliance issues. Including the two mentioned above, the company has faced no fewer than six disclosed penalties since May.
In May, the Tongling Central Branch was fined 250,000 yuan for providing extra-contractual benefits, with two responsible persons warned and fined a total of 30,000 yuan. The Pu'er Central Branch was fined 460,000 yuan for four violations, including fabricating financial data and promising extra-contractual benefits, with eight individuals warned and fined a total of 140,000 yuan.
In June, the Taizhou Central Branch was fined 320,000 yuan for providing extra-contractual benefits and failing to use approved policy terms. The then-deputy general manager, Lu Baodong, was warned and fined 90,000 yuan. Separately, the Longyan Central Branch was fined 5,000 yuan for damaging its business license.
The provision of benefits outside the insurance contract appears to be a common violation across multiple branches. Notably, a major penalty from August 2025, which involved a 4.73 million yuan fine and a warning for the company, also included this specific violation.
Underlying Performance Pressures
This pattern of regulatory infractions coincides with operational challenges. According to its solvency report, for the first quarter of 2026, the insurer reported a slight 0.37% year-on-year decline in insurance revenue to 16.375 billion yuan. Net profit fell 27% to 448 million yuan.
A deeper look shows a rise in the combined ratio, which increased from 98.58% in Q1 2025 to 99.45% in Q1 2026, nearing the 100% underwriting breakeven point. This was driven by increases in both the expense ratio and the loss ratio. Concurrently, the investment yield declined from 1.37% to 1.01%, though the comprehensive investment yield improved from 0.58% to 0.87%.
The company returned to profitability for three consecutive years from 2023 to 2025 after reporting a loss in 2022.
