Since the Civil Affairs Bureau of Chicheng County in Zhangjiakou City launched its initiative to deliver practical services to the public, efforts have centered on tackling the care challenges faced by moderately to severely disabled elderly individuals.
The county has precisely implemented an elderly care service consumption subsidy program aimed at resolving real difficulties such as the hardship of home-based care for disabled seniors, the high cost of services, and the heavy burden on families.
Through professional capability assessments, the program has identified all eligible disabled elderly persons across the county with full coverage.
Electronic consumption vouchers are uniformly distributed on a monthly basis via the "Civil Affairs Connect" platform, and can be used directly for essential services including home nursing, meal assistance, bathing support, rehabilitation care, housekeeping, and medical accompaniment.
For those residing in registered elderly care institutions, the vouchers can be redeemed according to regulations, with funds reaching service providers directly to ensure that policy benefits are delivered precisely.
Up to now, the county has distributed a total of more than 2,180 consumption vouchers, including 798 for institutional services, 1,272 for capability assessments, and 110 for other categories, with 1,774 redeemed, benefiting over 1,700 instances of disabled elderly individuals.
Subsidy funds totaling more than 439,700 yuan have been disbursed, effectively enhancing the accessibility and convenience of elderly care services.
This measure has firmly secured the baseline of livelihood protection, eased the dual pressures of financial and care burdens on families with disabled elderly members, and relieved the worries of children working away from home, effectively boosting the sense of happiness and security among seniors.
It has further improved the county's elderly care service system, demonstrating the warmth of civil affairs services for the people and earning widespread praise from the public.
