A recent joint announcement by the National Postal Bureau, the Ministry of Transport, the Ministry of Agriculture and Rural Affairs, and the Ministry of Commerce has listed seven projects from Heilongjiang Province as exemplary modern agricultural delivery services. These include the Jiamusi Rice Delivery Project, the Wuchang Agricultural Products Delivery Project, and the Qiqihar Barbecue Delivery Project. From grains grown in the cold region reaching dining tables nationwide to fresh barbecue delivered via cold chain to households, these achievements stem from Heilongjiang's persistent efforts to build a rural delivery logistics system and deepen the integration of postal services with agriculture. A unique path has been forged on the black soil, leveraging logistics to empower rural revitalization.

A three-tier logistics network is clearing the mountain passage for agricultural products. Heilongjiang's vast territory and scattered villages once made rural delivery fragmented, costly, and weak in last-mile coverage, a major bottleneck for local products to reach urban markets. To open the two-way urban-rural circulation channel, Heilongjiang has coordinated resources from transportation, postal, and express sectors, systematically building a county, township, and village three-tier delivery logistics system and deepening diversified cooperation models like postal-express, transport-postal, and passenger-freight-postal integration. Under the guidance of the Provincial Postal Administration, local postal management bodies are promoting the co-location and integration of express stations with rural convenience service points and passenger-freight-postal stations, achieving "multiple stations in one, one point with multiple functions, and one network for multiple uses." This increasingly dense logistics network has made the path for agricultural products out of the mountains smoother. In Hulin City, Jixi, custom-modified "front-passenger, rear-cargo" buses traverse villages, achieving a triple win: serving villagers' travel, transporting parcels, and moving agricultural products out for sale. Currently, all 459 administrative villages in Jixi City have postal service, with an average of 18,000 parcels delivered daily. Building on this, the "express+" industrial chain has been extended from single rice delivery to multiple agricultural specialties like cold noodles, pickled vegetables, and corn, forming an "industry leading multiple industries" cluster. Wuchang City has created a "shared distribution center + e-commerce platform + origin direct shipping" integrated model, establishing a professional warehousing center in Niujia Town and opening multiple direct distribution lines to townships, enabling Wuchang rice to be shipped directly from the origin efficiently. From 2023 to 2024, local agricultural product delivery volume grew from 6.264 million to 7.516 million pieces, with the service contributing to an agricultural output value exceeding 2 billion yuan.

Customized delivery plans are being implemented per industry and per product. Heilongjiang is rich in products, including rice, grains, fresh barbecue, and mountain delicacies, each with distinct storage, packaging, transport, and timeliness requirements. Addressing the storage and transport pain points of different products, the Provincial Postal Administration follows the principle of "one policy per industry, one plan per product," guiding express companies to delve into the upstream of the industry. They create a full-chain, differentiated, and customized delivery service from storage preservation, custom packaging, and cold chain transport to dedicated direct lines, ensuring high-quality agricultural products can be sold, shipped quickly, and maintained in good condition. As the only selected exemplary project for fresh meat delivery in the province, the Qiqihar Barbecue Delivery Project serves as a typical example of customized service. In Qiqihar's barbecue production workshops, processes of cutting, marinating, sealing, and packaging run at full speed, with couriers stationed on-site to oversee the entire process from product packing, collection, to dispatch, achieving seamless integration of production and delivery. The Qiqihar branch of Heilongjiang SF Express Co., Ltd. has built a full-chain service system of "origin direct sourcing + cold chain warehousing + dedicated direct line + priority delivery." In 2025, the barbecue delivery business volume reached 3.06 million pieces, with delivery revenue of 89.19 million yuan, driving related agricultural output value to 450 million yuan. Heilongjiang Jinyun Express has customized an "express warehousing + origin direct shipping + e-commerce coordination + cold chain assurance" operating model for grain storage and transport. It has built a dedicated warehousing and distribution center on the company's premises, equipped with a customized sorting line and a dedicated grain transport trunk line, supported by digital cold chain monitoring and a full-process traceability system. Relying on this customized delivery service, the project has developed rapidly, with shipments exceeding 5 million pieces in 2025 and product categories expanding from over 500 to over 700. For bulk agricultural products like rice, the Jiamusi City Postal Branch offers a one-stop service of warehousing, packaging, proactive customer service, and express dispatch, achieving same-day order processing and shipment. Bei'an City, through a "one village, one product; one enterprise, one policy" full-process service, has expanded the market for over 150 types of specialty products, including organic pickled cabbage, soybean powder, and flour.

Building a long-term, farmer-benefiting ecosystem point by point. The reach of the express logistics network continues to extend, not only connecting urban and rural areas but also driving tens of thousands of farmers to increase their income. After Jiamusi Tongjiang, Mudanjiang Muling, Qiqihar Tailai, and Heihe Xunke were included in the list of rural e-commerce express collaborative development demonstration zones, Heilongjiang has promoted the standardization of county delivery services, the intensification of transport, and the informatization of processes, achieving precise linkage between express services, rural e-commerce, and modern agriculture. The Jixi City Postal Administration has supported local leading enterprises to facilitate connections between farmers and markets, with the effect of linking and benefiting farmers becoming increasingly prominent. A single enterprise can drive hundreds of farming households annually, serving as a solid support for stable income growth. To further strengthen the foundation of rural logistics development, the Heilongjiang Provincial Department of Transport has signed agreements with multiple departments to promote the integrated development of rural passenger, freight, and postal services. By integrating various resources like rural passenger transport, freight, and postal services, coordinating the service functions of village-level stations, and improving the rural transport service system, resource intensification and efficient utilization are achieved. Currently, 13 cities and 67 counties (districts) across the province have built 1,208 rural passenger-freight-postal stations and opened 235 routes. Village-level stations, dotting the countryside, not only handle basic functions of parcel receipt and dispatch and material transfer but also serve as new platforms for rural employment and entrepreneurship, allowing villagers to "find employment at their doorstep." Relying on these well-established passenger-freight-postal integration stations and e-commerce platforms, farmers can engage in live-stream marketing on-site, selling their local specialty agricultural products to the whole country.
