According to data from the China Netcasting Services Association, approximately 367,000 micro-dramas were released across the industry in the first half of 2026, with AI-generated productions accounting for roughly 275,000 of them—about 75% of the total. However, this explosive growth has brought with it a host of issues, including content homogenization, value deviations, and copyright disputes, signaling an urgent need for the sector to transition from breakneck expansion to orderly regulation.
In response, the National Radio and Television Administration has introduced a series of new regulatory measures, with the Measures for the Administration of Micro-Drama Development set to take effect on September 1st. Concurrently, state media outlets including People's Daily, Guangming Daily, and Economic Daily have intensified their focus on the AI micro-drama sector, publishing six articles within a ten-day span. These pieces dissect the industry's current state, technological boundaries, and development pathways, clarifying the direction for growth and steering AI micro-dramas away from unbridled expansion toward a more refined, quality-driven path.
AI Emerges as the Core Engine of Micro-Drama Production
AI has evolved from a mere auxiliary tool into the central productive force behind micro-drama creation. Nie Chenxi, a member of the Standing Committee of the National Committee of the Chinese People's Political Consultative Conference, vice director of the Culture, Cultural Heritage, and Learning Committee, and president of the China Netcasting Services Association, wrote in an article titled Human-Machine Collaboration and Integrated Co-Creation: Full-Chain Innovation in Micro-Dramas published in Guangming Daily on August 12th. He highlighted that AIGC, leveraging its strengths in multimodal generation, big data integration, and human-computer interaction, has deeply embedded itself across the entire chain of creativity, production, manufacturing, distribution, and consumption. In the creative phase, AI efficiently conducts competitive analysis, audience profiling, thematic research, material collection, and story framework construction based on multidimensional data. During production, AI completes repetitive, structured, and standardized tasks with its full-modal generation capabilities. In consumption, AI utilizes large-model interactive inference to generate multi-branch plots, diverse endings, and immersive interactive scenarios in real-time based on user choices, fundamentally transforming the one-way viewing model of micro-dramas. For overseas distribution, AI reduces cross-border dissemination costs by leveraging multilingual speech recognition, intelligent dubbing, and intelligent encoding for picture quality.
An article titled After Efficiency Gains, How Far to the Road of Quality? published in Guangming Daily on August 18th quoted Liu Yongchang, vice chairman of the Jiangsu Provincial Television Artists Association, who described the iteration of video generation large models as the "second technological empowerment" in the imaging field. "The first empowerment was when smartphones enabled ordinary people to shoot and edit. Now, ordinary individuals have gained the ability to tell their own stories, and AI has opened the door to a new form of popular art," he said.
Caution Against Letting Quantity Growth Replace Quality Improvement
An article in Economic Daily on August 13th, titled AI Short Dramas Need to Reduce False Heat and Refine True Quality, noted that many industry practitioners view AI as a tool for mass-producing dramas, adopting a "cast a wide net, bet on a hit" mentality that leads to one-click generation and batch releases. When a flood of homogeneous content competes for limited audience attention, advertising and computing costs rise, producers find themselves trapped in a cycle of increased output without increased revenue, user willingness to pay is further eroded, and the industry's reputation inevitably suffers.
In the AI Reshaping the Micro-Drama Ecosystem article, Gao Changli, vice president of the China Federation of Radio and Television Social Organizations, pointed directly at a so-called "product thinking" approach: launching dozens or even hundreds of semi-finished works in batches, using data to decide which one or two to continue developing, and hastily abandoning or outright discarding the rest. Gao was blunt in his criticism: "Literary and artistic creation is not about quantity. Traffic may win a moment, but it will never win the future."
The blind pursuit of speed and scale has also given rise to problems such as "stiff faces, distorted expressions, and frequent clipping errors" in AI-generated short dramas. An Economic Daily piece published on August 20th, titled Unpopular 'AI Faces' Aren't AI's Fault, explicitly stated that the homogenization of "AI faces" should not be blamed on AI technology itself. Instead, it argued, some content producers fail to properly wield this double-edged sword. Rather than using AI to enhance content and improve production efficiency, they treat it as a shortcut to rapid profitability, sacrificing quality for short-term gains by churning out highly similar "AI faces" using free, open-source, general-purpose digital human models.
The quality disparity exposed as AI-produced dramas begin appearing on television channels has also drawn significant attention. A commentary piece in People's Daily on August 18th, titled AI Dramas on Satellite TV: Can They Deliver a Quality Main Course?, pointed out that the transition from phone screens to television screens represents not just a change in screen size but also a leap in quality standards. AI dramas optimized for mobile phones tend to focus on single-character close-ups, lack rich ensemble scenes, and exhibit weaker visual detail. In contrast, television's ultra-high-definition screens magnify every detail, demanding greater complexity in both characters and scenes.
Emphasizing Human-Machine Collaboration and Integrated Co-Creation
Leading micro-drama production companies are keenly aware of AI's current limitations. In the AI Reshaping the Micro-Drama Ecosystem article, Zang Nan, vice president and chief editor at Tinghuadao, used the metaphor "AI can be the limbs, but not the heart," acknowledging that while AI greatly improves efficiency and reduces trial-and-error costs, it does not mean live-action dramas will be entirely replaced.
In a People's Daily article from August 11th titled AI Short Dramas: At the Garden of Forking Paths, author Bai Yang offered a vivid perspective from the standpoint of a screenwriter and micro-drama creator: when "making it" is no longer scarce, "judging what's worth making" becomes precious. AI appears to level the creative playing field, but in reality, it raises the bar for creators. The creator's focus is shifting from "production" to "curation"—transforming from a craftsman into the chief editor of their own work. AI and human creators are not adversaries; rather, they are complementary forces that can reinforce each other.
Given the profound changes in audiovisual art's technological innovation, AI-empowered ecosystems, and evolving audience structures, the industry should promote the standardized development of human-machine collaborative micro-drama production by clarifying human-machine collaboration principles across the entire workflow, defining role responsibilities and boundaries, and streamlining coordination mechanisms. Nie Chenxi, in his Full-Chain Innovation in Micro-Dramas article, systematically proposed three core concepts: First, content production should adhere to a "human-centered intelligence" philosophy, leveraging human initiative to discover distinctive themes, shape distinctive characters, explore distinctive subjects, develop distinctive stories, and produce distinctive quality works. Second, content distribution should embrace a "humanistic algorithm" approach, where humans calibrate direction, optimize pathways, nurture the ecosystem, and guide trends, preventing traffic logic from superseding value judgments. Third, content consumption should uphold an "improvement-oriented iteration" principle, particularly in emerging formats like interactive micro-dramas, where humans must set rules, anticipate risks, monitor dynamics, and protect user rights, ensuring technological convenience never replaces human responsibility.
