Huatai Securities noted that the regulations adjust the export process for domestic duty-free cigarettes, providing long-term benefits for the stable business operations of CTIHK. The new rules designate China Tobacco International as the sole state-owned wholesale entity for the domestic duty-free market, eliminating multiple layers of middlemen and streamlining redundant distribution channels. Simultaneously, they standardize pricing and marketing practices to stabilize reasonable profit margins for the supply chain.
The brokerage firm believes that under the framework agreement, CTIHK's exclusive export rights remain unchanged. Its pricing policies and profit models are unaffected, and agency-related costs are borne by the counterparty. This arrangement provides the company with predictable revenue and stable cash flow.
