Shandong Expands Direct Green Power Connection Ratio for Offshore Wind to 40% for Computing and Other Sectors

Shandong Province has officially permitted grid-independent offshore renewable energy projects to engage in direct green power connections, increasing the allowable proportion of on-grid electricity for offshore wind projects directly supplying marine oil and gas platforms, computing infrastructure, and hydrogen/ammonia/methanol production facilities to 40%. This was announced by Ma Shujie, a second-level inspector at the Shandong Provincial Energy Administration, during a press conference on August 18th, explaining the recently issued "Notice on Strengthening and Standardizing the Development of Direct Green Power Connections."

This policy move is expected to facilitate the direct supply of electricity from offshore wind farms in the Bozhong area to the Bohai oil and gas fields, pioneering a new model for nearby consumption and on-site utilization of offshore wind energy. As a major industrial province in China with a substantial electricity consumption base, Shandong has significant demand from high-energy-consuming enterprises for green and low-carbon transformation.

Ma elaborated that the province is focusing on optimizing and upgrading traditional industries, attracting and nurturing emerging industries, and supporting the green transformation of export-oriented industries. The scope of direct green power connections now includes existing loads from key industries with green electricity consumption needs, computing facilities, offshore oil and gas fields, and major coastal ports, effectively revitalizing the province's "resource pool" of high-quality existing loads.

To address challenges in certain regions where "loads lack nearby green power" or "green power lacks nearby loads," Shandong has introduced a "public grid green power aggregation connection" model. This model offers a high proportion of green electricity, high safety and reliability, and high investment return stability, making it widely applicable to various scenarios requiring green power, such as zero-carbon industrial parks. Currently, State Grid Shandong Electric Power Company has already promoted the province's first demonstration project of this "public grid green power aggregation connection" model in the Jinan Start-up Area for Growth and Transformation.

The Notice also details refined access standards, explicitly supporting key energy-consuming enterprises with an annual comprehensive energy consumption of over 10,000 tons of standard coal, as well as industrial parks and zero-carbon parks with favorable surrounding new energy resources, to conduct multi-user direct green power connections. This aims to achieve full coverage of key energy-consuming enterprises within the province.

It has been reported that Shandong has approved the implementation of seven direct green power connection projects, covering industries such as battery manufacturing, chemicals, and metal processing. As of July 2026, the province's installed capacity of non-fossil energy reached 146 million kilowatts, accounting for 55.8% of the province's total installed power capacity. Among this, biomass power generation reached 5.023 million kilowatts, photovoltaic power generation reached 97.354 million kilowatts, and wind power reached 34.228 million kilowatts, ranking first, second, and fifth in China, respectively.
