Chain-Linked Industry and Network-Driven Regions: Linyi Branch of Postal Savings Bank Uses Financial Tools to Boost Local Industrial Growth

Industrial development forms the foundation of rural revitalization. The Linyi branch of Postal Savings Bank of China has developed a financial service model focused on linking industries through chains and covering regions through networks, targeting 13 key industrial clusters including high-end stainless steel, specialty steel, green fruit and vegetable processing, healthy meat products, modern pharmaceuticals, premium paneling, smart home furnishings, and quality grain and oil processing.

By leveraging specialized credit products, full-chain financial support, and a collaborative postal-banking network, the bank continues to channel financial resources into rural industries, driving new momentum for county and village development. Focusing on unique local industries, the bank has created a dedicated credit product line, offering customized lending solutions for each sector. This includes a "B&B Loan" for the Yimeng cultural tourism sector, with a maximum credit limit of 100 million yuan; a "Yimeng Food Industry Loan" of up to 3 million yuan for the food sector; and a "New-Type Professional Farmer Loan" of up to 3 million yuan to support agricultural operators. Additionally, the "Four Geese Revitalization Loan" has been upgraded to support four categories of rural entrepreneurial talent, while the non-ferrous metals industry-specific credit loan, which requires no collateral, offers individual credit limits of up to 5 million yuan.

The bank has also introduced innovative property rights mortgage financing models, including forest rights pledges and rural land management rights mortgages. The Mengyin branch has accumulated 20 million yuan in forest rights pledges, while the Yinan County land management rights loan program has issued 360 million yuan, with individual loans reaching up to 2 million yuan, effectively unlocking dormant rural assets. Through chain-based finance, the bank connects the entire upstream and downstream industrial chain. By collaborating with local agricultural leaders like Jinluo and Jinzhengda, the bank facilitates financing for all stages—from breeding, feed, and veterinary medicine to processing and retail. This approach supports farmers, small businesses, and individual merchants, enabling industry leaders to drive comprehensive income growth, ensuring that all players in the supply chain can access appropriate credit support.

For example, a local pig farmer named Mr. Wang, who supplies Jinluo, faced gaps in feed procurement and working capital. The bank's relationship manager used supply chain data to approve a 1.8 million yuan industrial loan without requiring collateral. Similarly, a downstream food wholesale merchant surnamed Li, who needed funds for seasonal inventory, received a 1.1 million yuan credit loan under the "Yimeng Food Industry Loan" program. By connecting farmers, processors, and wholesalers through industry leaders, the financing challenges of the entire food supply chain have been alleviated, contributing to stable income growth for local farmers and small businesses.

To deepen the synergy between postal and banking services, the bank has expanded its urban-rural service network, achieving full coverage through a "network leading regions" approach. Leveraging the extensive network of postal outlets and logistics channels across villages and towns, the bank has established a customer referral and conversion mechanism to tap into rural credit demand. As of the end of July 2026, the "Postal-Bank Cooperative Financing E" loan balance reached 1.045 billion yuan. Digital tools have enhanced service precision, with the "Youlian" marketing map app enabling relationship managers to dynamically manage customer lists and proactively reach out to township markets, delivering financial services directly to industrial parks and farmlands.

In Mengyin County's Taoxu Town, which relies on mountain peaches and rural tourism for a cluster of boutique B&Bs, operator Mr. Zhang planned to expand guest rooms and develop a picking and sightseeing complex. Facing funding gaps for renovations and site modifications, the bank's relationship manager used the "Youlian" map to visit and approved a 3 million yuan B&B loan. Moving forward, the Linyi branch of Postal Savings Bank of China will continue to enhance collaboration among government, banks, and enterprises, build a more comprehensive industrial credit product matrix, expand rural property rights financing channels, and improve the quality and efficiency of financial services for rural industries. This multi-tiered, full-cycle financial support aims to help Linyi's specialized industries upgrade and improve, writing a new chapter in comprehensive rural revitalization.
