Agricultural Ministry Expands Mutual Recognition of Testing and Certification to Boost Global Competitiveness of Domestic Farm Products

By 2030, a modern agricultural product origin market system that aligns with industry needs, links production with sales, operates efficiently and smoothly, and connects domestically with international markets is expected to be fundamentally established, steadily enhancing the capacity for agricultural supply assurance and services supporting smallholder farmers. On August 25, the Ministry of Agriculture and Rural Affairs issued the "15th Five-Year Plan for the Development of the National Agricultural Product Origin Market System," setting the goal that by 2030, this modern system will be largely in place, with improved supply guarantees and stronger support for smallholders.

The layout of wholesale markets for agricultural products at their places of origin will become more rational, with continuous upgrades to trading, cold chain, and logistics facilities. Marketing services for agricultural products will grow more professional, featuring diverse business models and scenarios, significantly boosting the ability to precisely match production with sales. The information monitoring and early warning system for agricultural products will be further refined, notably enhancing its capacity to support decision-making and guide market expectations. The standardized, professional operational capabilities of agricultural product circulation entities will see marked improvement, promoting the optimization of agricultural production structures and the enhancement of product quality. The standardization, digitalization, and green development levels of the agricultural product origin market system will be elevated further.

Efforts will be accelerated to align with international markets. This includes synchronizing domestic and foreign trade rules and mechanisms, expanding the scope of mutual recognition for agricultural product testing and certification, and encouraging competitive domestic agricultural products to participate in global competition. Platforms such as pilot free trade zones will be utilized to cultivate comprehensive agricultural trade service enterprises, offering one-stop services in standard certification, market channels, and intellectual property. Agricultural production and operation entities will be encouraged to form cooperative alliances with trading firms to jointly explore international markets. Qualified wholesale markets at production origins will be supported in establishing overseas warehousing and distribution networks, participating in the construction of circulation channels or sales terminals in countries involved in the Belt and Road Initiative. Provincial-ministerial co-built wholesale markets for agricultural products will be backed in their efforts to develop into international commodity distribution centers.

Scenarios for applying "AI+" to agricultural product circulation will be developed. Qualified wholesale markets at production origins will be encouraged to undergo digital and intelligent upgrades, developing and promoting proprietary large models and general-purpose software tools for agricultural product circulation. The construction and operation of management intelligence agents for provincial-ministerial co-built wholesale markets will be advanced, creating a batch of digital agricultural supply chains and forming a model for the digital and intelligent development of agricultural product circulation.

Efforts will be made to solidify the foundation for information collection. Statistical work will be strengthened for key wholesale markets at production, sales, and distribution hubs, as well as large-scale farming and breeding enterprises, monitoring data on product sources and destinations, prices and sales volumes, costs and profits, and inventory levels. A team of highly qualified information officers will be established, building an information collection system with direct data connections and direct reporting. Various survey methods will be utilized, along with technologies such as IoT automatic collection and intelligent mobile terminals, to reinforce the entire process of data collection, aggregation, review, and cleansing. The development of a comprehensive, multi-tiered agricultural and rural big data platform will be accelerated, promoting the sharing of data across agricultural production, consumption, and trade.
