On August 8, the Haidian District Productive Services Development Conference was held at the Zhongguancun International Innovation Center, where the Zhongguancun Pilot Valley plan was officially launched. The Beijing Youth Daily reported that the district is set to introduce three major policy packages in the fields of technology finance, intelligent manufacturing, and technology services. These initiatives aim to support the construction of a world-leading science and technology park through high-level productive services. In the intelligent manufacturing sector, eight support measures are proposed, with new projects eligible for up to 100 million yuan in funding.
In the technology finance sector, Haidian is seizing the opportunity to be among the first batch of five national pilot cities (districts) for capital market technology finance practices. It plans to introduce seven measures. First, it will open a "fast track" for listings, leveraging the reform of the "Two Boards" (ChiNext and STAR Market) to propel hard-tech companies in areas such as artificial intelligence, commercial aerospace, quantum technology, biomedicine, and embodied intelligence to go public. The district aims to maintain a reserve of at least 100 potential companies annually. Second, it will expand the "circle of patient capital" by adhering to a "three-circle investment" approach to attract landmark equity institutions. Third, it will activate a diversified financing "toolbox," utilizing convenient tools like mergers and acquisitions, and shelf registration for refinancing, while supporting the issuance of technology innovation bonds and advancing the layout of new infrastructure REITs. Additionally, the area around Zhongguancun West District will be developed into a nationally influential technology finance cluster, bringing capital and innovation closer spatially and deepening their chemical reaction.
In the intelligent manufacturing sector, eight support measures are proposed, with new projects eligible for up to 100 million yuan in funding. The focus is on clearing the intelligent manufacturing industry chain, promoting the opening and sharing of pilot platforms, introducing pilot vouchers, and establishing professional pilot production lines to accelerate technology engineering and product commercialization. It also aims to equip all necessary elements for intelligent manufacturing development by opening enterprise production scenarios, coordinating the construction of pilot spaces, enhancing the carrying capacity of standard factories, and strengthening financial support for small and medium-sized enterprises through diverse funding measures such as loan interest subsidies, special bonds, policy-based finance, and low-cost loans.
In the technology services sector, a three-year action plan is proposed, focusing on high-end, intelligent, integrated, and international directions. It will implement five major actions with 18 measures: upgrading technology transfer, building a foundation for platform infrastructure, cultivating innovation elements, enhancing service capabilities, and empowering international collaboration. The goal is to achieve a total revenue of 350 billion yuan in the technology services industry by 2028, and to establish a globally influential international technology service demonstration zone by 2030.
Additionally, the Zhongguancun Pilot Valley plan was unveiled at the conference. Located in the Xisangi area, situated in the "waist" of Haidian, the plan aims to focus on the "artificial intelligence plus" track over the next three to five years. It will continuously improve the quality of pilot spaces and plan to build a cluster of full-stack artificial intelligence pilot platforms.
