Tianjin Unveils Sweeping Plan to Reshape Elderly Care and Senior Services for the Next Five Years

The "Tianjin 15th Five-Year Plan for the Development of Elderly Affairs and the Construction of the Elderly Care Service System" has been issued.

By the end of 2025, the city's resident population aged 60 and above stood at 3.65 million, accounting for 26.78 percent of the total, higher than the national average.

During the 15th Five-Year Plan period, population aging will become even more pronounced, with advanced aging, empty-nest households, and loss of functional capacity overlapping and intertwining.

The plan systematically sets out the tasks for developing the city's elderly affairs and building its elderly care service system during the 15th Five-Year Plan period.

Development Goals

The plan proposes that by 2030, the elderly affairs development mechanism and elderly care service system suited to the requirements of building a modern socialist metropolis will be further improved, consensus across society on actively responding to population aging will be further consolidated, and social governance effectiveness and development vitality will be further stimulated, promoting security, medical care, participation, learning, and happiness for the elderly.

01 Social security system more optimized and sustainable

The level of basic pension insurance and medical insurance coverage will rise steadily, the long-term care insurance system will be fully established, and the relief and social welfare systems for the elderly will be further improved.

The number of people covered by basic pension insurance will reach 10.2 million, and the number covered by basic medical insurance will reach 12.05 million.

02 More high-quality elderly care service supply

A basic elderly care service system coordinating home, community, and institutional care and combining medical care with health and wellness care will be fully built, a three-tier elderly care service network will achieve full coverage, inclusive elderly care service resources will continue to expand, diversified elderly care service supply will become more adequate, and the "Jin-brand elderly care" service brand will be upgraded.

Elderly care complexes with comprehensive functions at the township (subdistrict) level will reach 80 percent coverage, nursing-type beds in elderly care institutions will account for 75 percent, and community elderly care service facilities will reach 80 percent coverage.

03 A stronger health support system

The allocation of elderly health service resources will be scientific and balanced, the supply of elderly rehabilitation, nursing, and hospice care services will continue to expand, a comprehensive and continuous urban-rural elderly health service system will be basically completed, and average healthy life expectancy will rise further.

The proportion of public general hospitals at the second level and above with geriatric departments will reach 90 percent, and the proportion of general hospitals and traditional Chinese medicine hospitals at the second level and above with rehabilitation departments will reach 100 percent.

04 Stronger momentum in the silver economy

The policy system and development environment for the silver economy will continue to improve, product supply will become increasingly rich and high-quality, the industrial chain will become more complete and efficient, new breakthroughs will be made in the rehabilitation assistive device industry, age-friendly products and services will become more diverse, and new consumption scenarios and business forms for senior consumers will become more varied.

05 A more vibrant age-friendly society

The construction of an age-friendly living environment will continue to advance, elderly human resources will be effectively developed and utilized, the rights and interests of the elderly will be strongly protected, and the social atmosphere of respecting, loving, and helping the elderly will become stronger.

The participation rate of the elderly in social activities will reach 65 percent, the proportion of townships (subdistricts) with senior schools will reach 100 percent, the coverage rate of district-level legal aid workstations for the elderly will reach 100 percent, and the coverage rate of grassroots senior associations will reach 80 percent.

06 More standardized comprehensive oversight of the elderly care industry

The service supervision and management system in the elderly care field will be improved, multi-dimensional supervision mechanisms covering quality, safety, and pricing will operate effectively, and industry development will be standardized, healthy, and sustainable.

The number of districts achieving networked fire control systems in elderly care institutions will reach 9, and each elderly care institution will conduct no fewer than 4 emergency drills per year.

The full text of the plan contains 12 chapters and 47 articles, divided overall into three parts: development foundations and general requirements, key tasks, and implementation safeguards.

The first part clarifies the drafting approach, summarizes the city's achievements in elderly affairs during the 14th Five-Year Plan period, identifies shortcomings, analyzes and assesses the new situation and new tasks faced during the 15th Five-Year Plan period, and sets out the guiding ideology, basic principles, and development goals for drafting the plan.

Taking the improvement of elderly well-being as the starting point and ultimate goal, and focusing closely on security, medical care, participation, learning, and happiness for the elderly, it sets 23 main indicators in areas such as social security, elderly care services, health support, social participation, age-friendly environment, factor support, and the silver economy.

The second part defines nine key tasks.

01 Build an institutional system ensuring security in old age

Improve pension insurance, medical security, and long-term care insurance systems, and raise the level of social assistance and social welfare for the elderly.

02 Improve the service framework for elderly care

Accelerate the building of a three-tier elderly care service network featuring "one platform at the district level, one site at the township (subdistrict) level, and one venue at the village (community) level," vigorously develop home-based elderly care services, optimize the supply of community elderly care services, raise the professional level of elderly care institutions, promote elderly care service development in agriculture-related areas, strengthen care for key groups such as the disabled and those with dementia, and reinforce comprehensive oversight of elderly care services.

03 Strengthen health support for medical care in old age

Optimize full-cycle elderly health services, increase the supply of hospice care services, promote high-quality development of integrated medical and elderly care services, and upgrade elderly traditional Chinese medicine health services.

04 Improve participation mechanisms for remaining active in old age

Build a training, development, and support service system for elderly human resources covering the entire life cycle, promote regular and long-term elderly volunteer services, support the elderly in participating in social governance, and strengthen the building of grassroots senior associations.

05 Optimize the framework for learning in old age

Improve the four-tier school system for elderly education, advance the standardized construction of senior universities, enrich the content and forms of elderly education, and promote digital empowerment of elderly education.

06 Enrich service scenarios for happiness in old age

Promote higher quality and more efficient public cultural services for the elderly, create an elderly cultural ecosystem combining professionalism and mass participation, vigorously develop elderly sports, and stimulate the vitality of the silver sports industry.

07 Promote high-quality development of the silver economy

Stimulate the vitality of business entities, promote innovative development of elderly products and service supply, steadily develop pension financial products, actively cultivate silver consumption scenarios, and optimize the business environment for the silver economy.

08 Strengthen digital and intelligent empowerment in the elderly care field

Improve the digital literacy of the elderly, strengthen scientific and technological innovation in the elderly care field, promote age-friendly transformation of digital applications, and bridge the digital divide.

09 Advance the building of an age-friendly society

Vigorously promote the cultural trend of filial piety and respect for the elderly, improve social preferential policies for the elderly, advance the construction of an age-friendly living environment, effectively safeguard the legitimate rights and interests of the elderly, and consolidate society-wide consensus on actively responding to population aging.

The third part defines safeguards for plan implementation

It sets out work requirements in areas such as strengthening organizational leadership, improving working mechanisms, refining the safeguard system, promoting the coordinated development of elderly care services in the Beijing-Tianjin-Hebei region, building a high-quality talent team, and strengthening monitoring and evaluation.

It calls for improving an elderly affairs working mechanism featuring unified leadership by Party committees, administration according to law by governments, close coordination among departments, active participation by mass organizations, and vertical connectivity and horizontal coordination.

It also calls for improving the fiscal safeguard mechanism for elderly affairs development, deepening coordination among Beijing, Tianjin, and Hebei in policies, projects, industries, and talent in the elderly care field, strengthening the building of the elderly care service talent team, and establishing and improving a monitoring and evaluation mechanism for plan implementation.
