Jiangsu Province Introduces New Policy to Support Companies' Global Expansion

The Jiangsu provincial government held a press conference on July 16th to provide a comprehensive explanation of the newly issued "Implementation Opinions on Strengthening Overseas Patent Layouts." The policy is designed to address the key challenges and bottlenecks faced by Jiangsu-based companies in securing patents abroad, focusing on three main features: targeted measures, categorized guidance, and digital intelligence empowerment. It aims to provide systematic policy support across five key areas: industrial innovation, corporate guidance, professional services, international cooperation and talent development, and coordinated advancement, with the goal of helping companies enhance their global patent strategies, mitigate overseas intellectual property risks, and build competitive barriers.

At the conference, Li Jie, Director of the Provincial Intellectual Property Office, outlined the measures. To tackle insufficient motivation for industrial patent strategies, the "Implementation Opinions" are closely aligned with the development needs of the province's "1650" industrial system. An "Overseas Patent Navigation Compass" initiative will be launched to precisely match the needs of industrial internationalization, using patent strategy to guide industrial global expansion. To this end, the province will compile and release approximately 10 key industry patent navigation reports annually to help innovators break through in cutting-edge technologies. Furthermore, it will select around 80 companies each year for detailed patent micro-navigation, providing personalized plans for technological breakthroughs and overseas patent layouts based on each company's international development strategy. Priority patent pre-examination services will be offered to companies planning overseas patent filings via the PCT (Patent Cooperation Treaty) route. Additionally, guidance on overseas patent layouts will be issued for about 10 industries, categorized by country and field.

Regarding targeted guidance and enhanced professional services, the province will establish a directory of key companies expanding overseas, implementing a "one enterprise, one policy" customized support model, aiming to benefit no fewer than 200 companies annually. To address issues like a shortage of professionals in international affairs and challenges in international cooperation, a provincial-level integrated platform for foreign-related intellectual property services will be established. The policy of intellectual property service vouchers will be utilized to reduce companies' service procurement costs. Efforts will be accelerated in the digital and intelligent construction of intellectual property, with the introduction of specialized financial products such as patent insurance and investment-loan linkage, all aimed at comprehensively lowering the costs and operational risks associated with companies' overseas patent activities and global business ventures. Jiangsu will also incorporate foreign-related intellectual property professionals into the provincial key talent cultivation system, specifically training experts who understand technology, law, and international rules to address the talent gap in this field.
