Beijing to Add 30,000 Home-Based Elderly Care Beds Over Next Three Years, Expanding Service Supply

On October 9, the 2026 Beijing Elderly Care Service Industry Development Si Ji Qing Forum was held at the China National Convention Center Phase II in Beijing.

Representatives from government departments, universities and research institutes, and elderly care enterprises gathered in Beijing to discuss the "Beijing practice" of aging society governance.

According to information obtained on site, Beijing will further expand its elderly care service supply, adding 30,000 new home-based elderly care beds over the next three years, and plans to develop and certify 60,000 inclusive beds during the "15th Five-Year Plan" period.

Tong Lizhi, Director of the Beijing Municipal Civil Affairs Bureau and Deputy Director of the Municipal Aging Committee, mentioned in his speech that Beijing currently has 3.727 million permanent residents aged 65 and above, accounting for 17.1% of the population.

Facing issues such as the continuously growing elderly and disabled populations, tight space in central urban areas, and weakening family caregiving capacity, Beijing has been continuously optimizing the supply and demand structure of elderly care services, improving the elderly care service system, and strengthening bottom-line guarantees.

The focus is on the "old-old" demographic, implementing priority service and fee reduction policies, and regularly conducting visitation care and emergency rescue services.

At the same time, Beijing is enhancing convenient services and continuing to build a "15-minute elderly care service circle." Currently, Beijing has nearly 3,000 registered and operating elderly meal assistance points, covering 90% of urban and rural communities.

Over the next three years, Beijing will add 30,000 new home-based elderly care beds, and during the "15th Five-Year Plan" period, it plans to develop and certify 60,000 inclusive beds.

Additionally, the city will push to increase the proportion of nursing-type beds in elderly care institutions to 73% and establish special care zones for dementia.

Beijing will continue to increase the supply of elderly care service institutions close to communities and promote the channeling of professional care resources to the grassroots level.

Tong Lizhi stated that as the capital and a model city, Beijing has taken the creation of age-friendly communities as a key initiative and has cumulatively built 93 national demonstration age-friendly communities.

Focusing on the practical needs of elderly people for home living and travel, Beijing has carried out a three-year special action for barrier-free environment construction, with a cumulative 306,000 points rectified and improved.

Currently, Beijing has 620 registered and operating elderly care institutions, 168 regional elderly care service centers, and over 1,500 community elderly care service stations, with 155,000 beds of various types.

Nationwide, the silver economy has reached a scale of nearly 7 trillion yuan and is expected to reach approximately 30 trillion yuan by 2035, making it a truly sunrise industry.

In Beijing, there are approximately 18,000 market entities in the aging industry, nearly 40% of which were newly established in the past five years. Capital, policy, and multiple factors are accelerating their concentration, and the elderly care industry ecosystem is taking shape.
