Guiyang Intensifies Cultural Tourism Market Regulation to Safeguard Summer Travel Season Order

Guiyang has been steadily reinforcing its efforts to rectify irregularities in the cultural tourism market as part of a focused campaign to address misconduct and corruption issues affecting the public. The initiative prioritizes key areas such as travel agency operations, contract management, and hotel pricing, utilizing joint enforcement actions, targeted inspections, and stringent oversight to standardize market practices and protect the legitimate rights of tourists.

On August 18, cultural tourism authorities from both Guiyang city and Guanshanhu District conducted a coordinated inspection campaign, carrying out on-site supervision at travel agencies, hotels, and other tourism-related businesses. During an inspection of Guizhou Qianjing Youran Travel Agency Co., Ltd., enforcement officers examining tourism contracts and business records identified irregularities in the company's service provision, including contracts lacking tourist signatures and non-compliant signing procedures. These findings suggest potential violations of the Tourism Law, and the regulatory authorities have officially initiated a case investigation into the company.

Sun Tao, the head of the Guanshanhu District Brigade of the Guiyang Cultural Market Comprehensive Administrative Enforcement Team, noted that the inspection revealed contracts between the company and tourists were missing required signatures, which violates relevant provisions of the Tourism Law. He confirmed that the company would be subjected to formal investigation in the next phase.

Given the current peak summer travel season, hotel room pricing has become a major concern for visitors. On the same day, the cultural tourism and market supervision departments of Guanshanhu District, responding to leads about high-priced hotel listings detected through online monitoring, conducted a specialized price review at the East View Hilton Hotel. The review focused on pricing basis, clear price labeling, online room listing disclosures, and cancellation and modification policies. The inspection confirmed that the hotel's operations are compliant, with no evidence of arbitrary price hikes or deceptive pricing practices. The inspection team also held an on-site meeting with the hotel's management, urging the enterprise to uphold pricing stability and preserve the positive image of the summer tourism market.

Zhao Ling, Deputy Director of the Guanshanhu District Culture, Sports, Broadcasting, and Tourism Bureau, explained that in connection with the 2026 summer season and the ongoing market rectification campaign, the district is concentrating on four prominent categories of violations: false advertising, tourism schemes disguised as shopping activities, unauthorized subcontracting of tours, and improper contract management. The authorities are imposing strict penalties on travel agencies found to be in violation. Simultaneously, the district is working with market supervision departments to implement comprehensive, dynamic oversight of hotel prices across the area, ensuring a stable and orderly tourism market during the summer season and enhancing the overall visitor experience.

It has been reported that since March this year, Guiyang's cultural tourism authorities have been closely monitoring industry-wide issues such as unlicensed tour guides and forced consumption. To date, they have conducted inspections of 1,118 tourism-related business entities, filed 121 cases for investigation, and removed 1,276 illegal online tourism products. Furthermore, long-term regulatory mechanisms have been established, including inter-departmental and cross-regional coordination and a dual-review system for leads, with several exemplary enforcement cases being promoted at the national and provincial levels.
