On March 17, Southern County held a press conference to introduce the "Livability and Happiness Homeland" action plan, which consists of nine major initiatives. The plan covers 66 specific tasks across nine areas, including smooth transportation, improved housing quality, secure supply chains, and enhanced education and healthcare services. The goal is to address major livelihood issues through targeted, smaller-scale interventions.

The county's deputy chief, Du Hongyu, stated that the action plan was not drafted in isolation but was developed based on extensive public feedback. Since December of last year, the county collected 3,460 suggestions from residents through online surveys, in-person discussions, and field visits. After careful review and consolidation, these public demands were translated into a government task list.

The 66 tasks were prioritized according to projects that received strong public support, offered wide-ranging benefits, and had high perceptibility. These measures aim to tackle urban development challenges and address gaps in public services. According to Du, this initiative marks a new phase for Southern County, shifting toward urban renewal, quality enhancement, and refined governance.
