Billion-Dollar Bet: A New City Rises in Xiamen as a Battery Titan Plants Its Flag

Another new city is set to fully emerge in Xiamen. On August 17, a press conference was held regarding the core operations carbon neutrality of CATL. During the event, the company officially announced that it had fully achieved carbon neutrality in its core operations by the end of 2025, making it the only battery enterprise globally to reach this milestone at a TWh-level shipping scale.

Notably, CATL and the city of Xiamen will join forces to accelerate the construction of the Zero-Carbon Tech City. On May 13, Xiamen and CATL held in-depth discussions on accelerating the construction of the Xiamen Zero-Carbon Tech City and deepening collaboration across the entire new energy industry chain, while jointly witnessing the signing of related projects.

On June 30, CATL invested 10 billion yuan to establish a wholly-owned subsidiary in Xiamen—Contemporary Amperex Technology Co., Limited Zero-Carbon Technology (Xiamen) Co., Ltd.—located in the Torch High-tech Zone. This move marks the official transition of the Zero-Carbon Tech City project, a collaboration between Xiamen and CATL, from preliminary planning into the stage of operational implementation.

According to CATL, the company and Xiamen will advance the planning and construction of the Zero-Carbon Tech City to high standards, continuously deepening practical cooperation in areas such as R&D innovation, industrial clustering, scenario demonstration, and international collaboration. In a mutually beneficial dynamic where "the city empowers enterprises and enterprises serve the city," they aim to jointly build a national benchmark for the zero-carbon industry, a new highland for new energy innovation, and a window for opening up and external cooperation.

Additionally, the Xiamen Municipal Bureau of Natural Resources and Planning has adjusted the land use designation of the Gaoqi Airport area, converting the original industrial, logistics, and green space uses into commercial service plots, thereby providing land security for CATL's project implementation. With the Xiang'an International Airport becoming operational, Gaoqi Airport is scheduled to officially close in September 2026 and complete the full transition by December.

The "curtain call" of the old airport is precisely the "opening act" for the new Gaoqi city. CATL's billion-dollar-scale layout is a powerful move, with the Zero-Carbon Tech City and the low-altitude economy as dual engines. A national benchmark for the zero-carbon industry and a new highland for new energy innovation are rapidly rising on Xiamen Island. This transition between the old and the new will ultimately culminate in a spectacular urban transformation.
