It highlights leveraging the guiding role of government investment funds to focus on sectors like brain-computer interfaces, mobilizing social capital to establish more science and innovation funds, and gradually forming a cluster of brain-computer interface industry funds to accelerate industrial agglomeration and expand scale.
The plan also calls for utilizing monetary policy tools, such as loans for technological innovation and equipment upgrades, to support commercial banks in innovating credit products and service models tailored to the characteristics of the brain-computer interface industry. It advocates for supporting first-time loans and R&D loans for technology-based enterprises.
Furthermore, the plan aims to enhance the cultivation of enterprises for listing, continuously strengthen their scientific and innovative attributes, support eligible enterprises in conducting initial public offerings, and encourage brain-computer interface companies to issue technology innovation bonds. It also encourages insurance institutions to innovate new insurance products, such as intellectual property infringement loss insurance and patent implementation failure cost loss insurance, covering key areas like technology R&D, achievement transformation, and intellectual property utilization.
Additionally, the plan seeks to pilot financing lease support for technological innovation, enabling brain-computer interface enterprises to utilize methods like financing leases to expand their resource layout, including research equipment, neural signal acquisition and analysis systems, and invasive and non-invasive brain-computer interface prototypes.
