Beijing Economic-Technological Development Area and Shenzhen Stock Exchange Launch "Flying Geese Plan" Service Platform

A joint event between the Beijing Economic-Technological Development Area (BDA) and the Shenzhen Stock Exchange (SZSE) took place on August 20 during the 2026 World Robot Conference, centered on leveraging ChiNext reform opportunities to facilitate BDA enterprises' listings. The two parties formally activated the "Flying Geese Plan" corporate service platform at the event, which seizes the opportunity presented by the new fourth listing standard on the SZSE's ChiNext board to establish a direct channel between companies and the exchange, empowering the high-quality development of regional hard-tech enterprises.

The activation of the "Flying Geese Plan" platform marks a deepening of collaboration between the BDA and SZSE. Following their 2023 strategic cooperation agreement, the two sides co-established the BDA-SZSE service base, which has since conducted regular policy briefings, listing guidance sessions, and investment-financing matchmaking events, creating a direct pathway for local companies to access the national capital market. A senior official from the BDA Management Committee stated that the platform's launch signifies a comprehensive upgrade of existing services, with a more complete service chain and more precise, robust empowerment capabilities.

The platform is designed to deliver a full spectrum of support, including listing incubation, industry-research collaboration, financing matchmaking, M&A services, and training programs. According to BDA authorities, the two parties will primarily leverage the SZSE's "Cultivation Connect" system and "Sci-Tech Finance V-Next" platform, integrating them with the BDA's existing "Yi Qi Hang" digital platform to achieve functional interoperability, data sharing, and complementary advantages. This integration will construct a full-lifecycle capital market service chain for enterprises, from initial incubation to listing support.

Notably, "Sci-Tech Finance V-Next" aggregates over 5,000 venture capital institutions and 18,000 professional investors nationwide, which will continue to strengthen the BDA's venture capital cluster and effectively address early-stage financing challenges for startups. Meanwhile, the linkage between "Cultivation Connect" and "Yi Qi Hang" enables digital filing of listed backup enterprises, tiered precision cultivation, intelligent self-assessment of listing conditions, and dynamic tracking of listing progress, comprehensively enhancing the "Flying Geese Plan's" cultivation effectiveness and making the path to listing clearer and more efficient.

Going forward, both parties have committed to deepening their collaborative mechanisms around information sharing, joint enterprise cultivation, and collective problem-solving, ensuring the implementation of detailed and substantial service measures. In April 2026, the ChiNext board introduced a fourth listing standard specifically targeting high-growth emerging industries and R&D-intensive future industries. The BDA, home to a significant concentration of hard-tech enterprises with core technological advantages, aligns closely with this new ChiNext standard. Current data shows that the BDA is home to more than 2,300 national high-tech enterprises and 191 national-level "Little Giant" specialized and innovative enterprises.

Following the platform's activation, the event proceeded to two core segments: specialized policy interpretation sessions and quality project roadshows, attracting participation from nearly 200 companies and over 50 institutions. During the event, an SZSE research team also conducted field visits to two key BDA enterprises, gaining insights into their technological R&D, business layout, and medium-to-long-term development plans, while offering strong recognition of their innovation capabilities and growth potential. Moving forward, targeted listing cultivation and investment-financing matchmaking services will be provided to quality enterprises through the "Flying Geese Plan" service platform.

The BDA has reportedly formed a "geese formation" development pattern characterized by listed leaders, strong prospective listed mid-tier companies, and a reserve of sci-tech innovation enterprises. The region currently has 64 domestically and overseas listed companies, more than 80 "wild goose" enterprises, and over 600 "gosling" enterprises. This year alone, six new listed companies have been added, with approximately 12 expected by year-end, highlighting the increasingly prominent scale effect of the region's listed enterprise community.
