How can the final steps in intellectual property protection be effectively implemented? What are the solutions to the key challenges and bottlenecks companies face when defending their rights? With these questions in mind, National People's Congress representative Zhao Mingcui, an employee of the Shiquan County branch of China Post Group in Shaanxi Province, recently visited the Hanbin District People's Procuratorate in Ankang City, Shaanxi, along with key local enterprises and industrial parks, to conduct specialized research on intellectual property protection.

During her visits to the Ankang Plush Toy Cultural and Creative Industry's Five Major Centers, the Wuli Industrial Concentration Zone, and the Intellectual Property Procuratorate Protection Workstation at Lukang Distillery Group's "Qin Chuang Yuan" innovation platform, Zhao Mingcui engaged in face-to-face discussions with business leaders.

She learned that the Hanbin District Procuratorate is intensely focused on implementing "strict, equal, deep, and precise protection," adopting a "zero-tolerance" stance against intellectual property crimes. The procuratorate has assigned legal officers to serve as corporate legal liaisons for enterprises in its jurisdiction, offering tailored "menu-style" legal consultations and guidance on intellectual property risk prevention and control. It is also exploring a dual-track case-handling mechanism involving both "punishment and restoration" for intellectual property cases involving small and micro-enterprises.

"Throughout my visits, I genuinely felt that the Hanbin District Procuratorate actively leverages its functions to serve enterprises, integrating pro-business and protective measures into daily operations and ensuring their practical implementation, which truly resonates with the needs of companies," Zhao Mingcui remarked.

She noted that in addressing the difficulties small and medium-sized enterprises often encounter, such as weak awareness of intellectual property protection and insufficient capacity for rights defense, the Hanbin District Procuratorate has taken proactive and precise actions, implementing solid measures to remove obstacles for corporate innovation and development.

"Private enterprises are the driving force of economic development, and intellectual property protection is crucial for innovation. I hope that procuratorial organs will continue to base their efforts on their core functions, consistently focus on corporate needs, continuously optimize judicial services for intellectual property, and steadfastly protect the fruits of corporate innovation through attentive and dedicated performance of their duties," Zhao Mingcui stated.
