To strengthen the foundation of the advanced manufacturing sector and comprehensively enhance the professional capabilities of officials in industrial cultivation, project investment attraction, and supply chain operations, the Shangluo Economic Development Zone recently held the first session of its special training series on industrial chains. The session focused on the automotive parts supply chain.
All members of the zone's leadership team, along with all staff from the management committee and the Economic Development Group, participated in the training. The session was led by Pan Zelong, Deputy General Manager of the Economic Development Group and Deputy Head of the zone's automotive parts industry chain. The training systematically covered the "Shangluo Economic Development Zone Automotive Parts Industry Chain Enhancement Work Plan (2026–2030)." It provided a comprehensive overview of national automotive industry trends, an in-depth analysis of Shaanxi's automotive industry spatial layout characterized by a "Guanzhong core with gradient distribution," and examined Shangluo's current industrial landscape. This landscape features BYD Company Limited as the chain leader, with strengths in safety airbag inflators, automotive wiring harnesses, and precision machining.
The training also offered a detailed interpretation of national and provincial industrial support policies, as well as development opportunities within Xi'an's one-hour automotive supply chain supporting radius. Furthermore, it clearly outlined the zone's breakthrough goals for establishing the automotive parts supply chain "from zero to one" and the vision of building a 100-billion-yuan industrial cluster by 2030.
Centered on six key tasks—planning and guidance to build the chain, project construction to solidify the chain, assisting enterprise development to strengthen the chain, ecological empowerment to extend the chain, targeted investment attraction to expand the chain, and risk prevention to safeguard the chain—the training detailed practical implementation pathways. This helped all staff clarify their approach to cultivating the automotive parts industry and identify precise directions for focused efforts.
Following the training, relevant leaders from the Shangluo Economic Development Zone delivered concluding remarks and specified requirements for the special industrial chain training series. They emphasized the need to institutionalize regular training, establishing a long-term mechanism of "one session per week, focusing on one industry per session." For the zone's 16 key industrial chains, a teaching model of "backbone personnel lecturing, chain leaders commenting, and officials discussing" will be implemented to precisely address knowledge gaps and continuously improve industrial cultivation capabilities.
The leaders stressed that training must be practical, closely aligned with frontline industrial development needs, moving away from abstract theory to enrich content with case studies, data, and actionable measures. This ensures training content is relevant to daily work such as investment promotion, project construction, and enterprise services, making it immediately applicable and effective.
They also highlighted the necessity for professional competency development, urging all officials to benchmark themselves against the standard of being "proficient in policy, and knowledgeable about industry, supply chains, and business operations." The goal is to hone the professional skills needed to deeply cultivate industrial chains and foster new quality productive forces.
Finally, the emphasis was on achieving tangible results, translating classroom learning into concrete developmental outcomes. Centered on five major objectives—"excellent project planning, excellent industrial cultivation, excellent investment attraction, excellent overall development, and excellent official growth"—the zone aims to promote the quality and efficiency of its industries through study-driven action.
This special training session served as both a significant "knowledge recharge" on the automotive parts industry and a mobilization for enhancing the entire zone's cadre capabilities in industrial chain cultivation. Moving forward, the Shangluo Economic Development Zone will continue to leverage this learning platform, regularly conducting specialized training by industrial chain. This will guide all officials to thoroughly understand industrial policies, gain a clear grasp of supply chains, solidly advance project investment, optimize enterprise services, and fully commit to completing, strengthening, and extending industrial chains. The goal is to drive the coordinated advancement and comprehensive quality improvement of all 16 industrial chains, injecting strong momentum into the high-quality economic development of the Economic Development Zone.
