Hainan Financial Regulator Enhances Disaster Prevention and Mitigation Framework for Flood Season

The Hainan Local Financial Regulatory Authority has taken steps to reinforce the system for disaster prevention, mitigation, and relief during the flood period.

Guided by the regulator, industry associations have organized insurance institutions to sign the "Memorandum on Disaster Prevention, Mitigation, and Relief for the Hainan Insurance Industry." This memorandum standardizes industry-wide protocols for emergency drills, pre-disaster warnings and loss-reduction actions, claims settlement timelines, advance payment ratios, and data reporting. A dedicated meeting for property insurance companies was convened to clarify objectives and assign responsibilities.

The authority has issued the "Haikou City Insurance Industry Guide for Major Disaster Risk Reduction and Emergency Coordination." This guide details specific measures for disaster prevention and relief, establishes a joint task force for major disaster response, promotes the formation of emergency volunteer teams, and creates a high-risk flood map for Haikou City.

It outlines specific emergency response procedures for different scenarios, implements coordinated scheduling of industry manpower and resources during major disasters, assigns area-specific responsibilities to institutions, and refines localized prevention and control tasks.
