Beijing Economic-Technological Development Area Unveils Policy Package to Boost Full-Chain Growth of Token Industry

A new policy initiative, formally titled the "Several Measures of Beijing Economic-Technological Development Area to Support High-Quality Development of Token-Driven Intelligent Economy (Trial)" and commonly known as the "Token Ten Measures," has been officially introduced. This marks the first systemic policy in Beijing dedicated to the complete token industry chain, aiming to seize industrial transformation opportunities and establish a full ecosystem where "factories supply tokens, platforms distribute tokens, and communities consume tokens." The initiative is designed to serve as a new growth engine for regional high-quality economic development. Currently, the Beijing No.1 Token Factory and the JingSuan Token Factory have both been officially activated within the development area, which is positioning tokens as a new production factor and advancing the construction of token factories to systematically build a city-level intelligent infrastructure backbone.

Under the Token Ten Measures, on the chip front, the development area will increase support for research and development of inference-dedicated chips and explore innovations in integrated circuit system-level architecture. On the model side, it will accelerate improvements in inference efficiency and promote collaborative development between general-purpose models and industry-specific models. On the data front, it will deepen the regulatory sandbox mechanism, encourage data trading and circulation in key sectors, and explore data pricing models based on token transactions. The policy specifies that companies engaged in related model businesses will receive financial support of up to 20 million yuan, calculated as 30% of their computing power leasing costs. Additionally, 100 million yuan in data vouchers will be issued annually, with purchasing entities eligible for support of up to 1 million yuan, equivalent to 10% of their annual data transaction amounts.

Building a new intelligent economy service platform is a critical step in elevating tokens from "production resources" to "economic factors." The Token Ten Measures clarify support for establishing a "super entry point" for token invocation with cross-model, cross-modal, and cross-computing platform capabilities, providing standardized API interfaces, full-scale model aggregation, and unified token settlement services. The policy also encourages the construction of intelligent infrastructure with end-to-end task delivery capabilities. Furthermore, it pioneers a regulatory sandbox pilot for agent payments, adopting an inclusive yet prudent flexible supervision model that allows platform companies with autonomous agent payment capabilities to validate standard feasibility within a controlled environment, ensuring steady progress of new rules under manageable risk. Operators providing multi-capability aggregation services will receive up to 50 million yuan in support, while platforms offering specialized industrial services or common technology services will qualify for annual support of up to 10 million yuan.

Looking ahead, the Token Ten Measures set a target for 2030, when the development area will comprehensively promote the construction of systematic, standardized, and market-oriented token distribution and consumption infrastructure, nurturing over 50 agent R&D collaboration platforms. The development area will also leverage its advantageous industries as core carriers, encouraging widespread application across sectors and accelerating the transformation of tokens from technical resources into consumption value. Government and enterprise institutions will be actively encouraged to open real business scenarios, driving large-scale and high-frequency application of industry-level tokens. A modular and combinable special policy voucher system will be established to provide comprehensive, full-cycle, and whole-chain service guarantees for OPC (one-person company) entrepreneurs. Enterprises conducting real-scenario applications will receive support of up to 5 million yuan, calculated as 50% of their token consumption costs. For OPC entities at different development stages, cumulative subsidies of up to 1 million yuan per enterprise will be provided, effectively reducing trial-and-error costs from R&D to market entry.

Currently, the development area has already taken the lead in building Beijing's first OPC community and launching the nation's first "use-and-subsidize" model voucher platform for instant multi-model invocation. By 2030, the area aims to foster a thriving multi-level, multi-domain application ecosystem, cultivating a new individual economy cluster of OPC entities, with a target of attracting over 5,000 OPC entities to aggregate and develop there. An official from the Information Technology Industry Bureau of the development area stated that the area will use token factory construction to drive value enhancement across the entire chain, leverage platform layouts to seize new opportunities in the distribution economy, and activate new momentum in the application economy through the OPC ecosystem. During the "15th Five-Year Plan" period, the regional intelligent economy industry scale is expected to exceed 400 billion yuan.
