Recently, 15 departments, including the Central Committee of the Communist Youth League and the Cyberspace Administration of China, jointly issued an opinion on deepening the development of youth-development-oriented cities to aid in building modern people-centered cities. The term "deepening" indicates this is an upgraded version. The document mentions placing greater emphasis on suitability and benefits for youth, strengthening urban planning with a youth-oriented direction, and creating youth-appropriate spaces based on local conditions. For a city, promoting "youth-appropriate" development can enhance its appeal to young people. From another perspective, youth can also become the "optimal partners" in a city's growth. Evolving from pilot explorations to systematic upgrades, and progressing from cities being friendly to youth towards mutual empowerment and symbiotic development between youth and cities, it is foreseeable that building youth-development-oriented cities will become an essential choice for more and more regions.

The relationship between a city and its youth can be distilled into two concepts: "youth affinity" and "youth vitality." The more a city possesses inclusive empathy, respectful equality, and pragmatic problem-solving, the stronger its "youth affinity" is built. Young people are a crucial force for breakthrough innovation and creating new value. Their energy can disrupt stagnation and stimulate momentum; the more intensely this "youth vitality" bursts forth, the more a city maintains a youthful pulse and drives upward and innovative growth.

For young job seekers, choosing and settling in a city involves many trade-offs. They must consider career development and salary prospects alongside housing costs and living expenses, often leading to internal conflict and struggle amidst these权衡. While young people have diverse personalities and pursuits, they share similar fundamental needs at their core: the integration of personal growth with the city's development. In recent years, many cities, adapting to local conditions, have accelerated the construction of youth-development-oriented cities, leveraging their unique character to create a magnetic pull for young people. Some have undertaken spatial modifications suited for youth, increasing the city's "youth content." Others support small youth-led businesses, allowing youthful ventures to take root and flourish. Some organize night schools combined with open-air concerts, creating new ways for young people to connect. This attractiveness becomes a driving force for urban development. For example, in Hangzhou, the concentration of youth is proportional to the intensity of innovation. Leveraging a youth-appropriate development environment, the "Hangzhou Six Little Dragons" have risen strongly, becoming a powerful driver of industrial upgrading. Similarly, Chengdu has attracted many young people, whose gathering leads to a convergence of consumption, making the city more vibrant and trendy.

Viewing city choice from the youth's perspective, merely offering some benefits is unlikely to win their hearts. Young people in a city seek stable employment, affordable housing, opportunities to utilize their talents, and a place they can truly call home. However, common challenges persist in reality, such as cumbersome procedures for entrepreneurial subsidies or youth activities that are merely superficial. These are essentially shallow forms of care. Such surface-level measures skirt around substantive pain points. Relying solely on fragmented support cannot fundamentally establish a stable sense of belonging or create a development environment where youth can "enter, stay, live securely, and succeed." The joint effort by 15 departments with multiple measures represents a deep-seated strategy and robust support, aiming to comprehensively strengthen the foundation and stimulate vitality, enabling cities and youth to move towards each other and grow together symbiotically.

The core logic of urban development is to retain people and enable them to thrive. Young scholars, young entrepreneurs, young artisans—enabling strivers from all walks of life to find belonging, gain a platform, and realize their own value within a youth-development-oriented city. As youth strive for improvement and goodness, and cities advance towards innovation and betterment, this is the vivid embodiment of an "optimal partnership."
