Regional Government Signs Strategic Cooperation Pacts with Three Major State-Owned Enterprises

The regional government of Xizang has recently formalized strategic cooperation agreements with China Baowu, CRRC, and China Logistics, as confirmed by the regional State-owned Assets Supervision and Administration Commission (SASAC).

Under these pacts, the central state-owned enterprises and local authorities will deepen practical collaboration across several key areas, including the supply of materials for major local projects, clean energy development, modern logistics system construction, technological innovation, digital and intelligent transformation, industrial finance, and talent cultivation and exchange. This partnership aims to inject new momentum into Xizang's efforts to accelerate the building of a modern industrial system and drive high-quality development of its plateau economy.

To facilitate the agreement, the regional SASAC, following directives from the regional Party committee and government, has proactively engaged with the enterprises. Acting as a liaison, coordinator, and service provider for central-local cooperation, the commission established routine communication mechanisms with each of the three companies. It focused on aligning with the enterprises' core businesses and their strategic plans in the region, while actively promoting Xizang's policy advantages, geographical position, and resource strengths. The commission also coordinated with relevant regional departments and local governments to resolve bottlenecks in cooperation and secure necessary factor guarantees.

After numerous rounds of in-depth and practical negotiations, the parties refined the specific initiatives and the overall framework of cooperation, ultimately reaching a consensus on the strategic partnership.

A spokesperson for the regional SASAC stated that these agreements are based on the nation's needs and Xizang's capabilities, fully leveraging the comprehensive advantages of central enterprises in industry, technology, capital, and talent. The partnerships are expected to promote resource sharing, complementary advantages, and coordinated development between the central enterprises and the local region. Once the related projects are implemented, they are projected to create local employment, boost farmers' and herders' incomes, and generate an estimated annual revenue of over 10 billion yuan, achieving mutual benefit and win-win outcomes.

Moving forward, the regional SASAC, in collaboration with relevant regional departments, plans to establish a project ledger and task list. It will strengthen tracking, coordination, and service support, while continuously improving the business environment. The goal is to facilitate the landing and long-term establishment of more high-quality industrial projects in Xizang, thereby making significant contributions to the construction of a modern industrial system and the high-quality development of the plateau economy.
