3GW Solar Project in Sichuan's Yajiang River Basin Seeks Developer

On August 12, the Ganzi Prefecture Development and Reform Commission announced a public selection process for the developer of a 3,000 MW solar photovoltaic (PV) project, which is supporting the Lianghekou hybrid pumped-storage facility. This project comprises five separate solar sites, with a combined installed capacity of 3,000 MW.

The first site, the Ganzi Yajiang Matama (Block 1) PV project, has a planned capacity of 400 MW. It is located approximately 45 km in a straight line from the Lianghekou hybrid pumped-storage power station. The second site, the Ganzi Yajiang Honglong (Block 2) PV project, also has a planned capacity of 400 MW, situated about 38 km from the Lianghekou station. The third site, the Ganzi Yajiang Cuoke (Block 3) PV project, has a significantly larger planned capacity of 1,100 MW, located roughly 45 km from the pumped-storage facility. The fourth site, the Ganzi Yajiang Kela Phase III (Block 4) PV project, has a planned capacity of 100 MW, located approximately 40 km from the station. The fifth and final site, the Ganzi Yajiang Xiluoluo (Block 5) PV project, has a planned capacity of 1,000 MW, also located about 40 km from the Lianghekou station.

According to the announcement, the applicant entity (or the lead entity of a consortium) must possess clean energy development qualifications and have a total installed capacity of both completed and under-construction PV power stations in China of no less than 500 MW. Asset requirements stipulate that the applicant entity (including its parent company) must have total assets of at least 2 billion RMB and net assets of at least 1 billion RMB as of December 31, 2025. For a consortium, the lead entity must have total assets of at least 1.5 billion RMB and net assets of at least 800 million RMB. The entity must apply as a legal person. If a group authorizes a subsidiary to apply, it can only authorize one subsidiary. Authorizing more than one subsidiary will result in the disqualification of the entire group's application.

The full text of the announcement from the Ganzi Prefecture Development and Reform Commission is as follows: In accordance with the spirit of documents from the Sichuan Provincial Development and Reform Commission and the Sichuan Provincial Energy Administration, including the "Notice on the Issuance of the Management Measures for the Development of Solar and Wind Resources in Sichuan Province" (Chuan Fa Gai Neng Yuan Gui [2023] No. 512), a comprehensive evaluation method will be used to legally select the project developer. The relevant details are announced as follows, and qualified enterprises are welcome to apply.

Where to start

The work is based on the requirements of the document "Evaluation Opinion on the Preliminary Implementation Plan for Five PV Projects including Ganzi Yajiang Matama (Block 1)" (Chuan Fa Gai Neng Yuan Han [2026] No. 307) from the Sichuan Provincial Development and Reform Commission and the Sichuan Provincial Energy Administration. The project developer will be selected through a market-oriented selection process.

Project overview

This project is composed of 5 PV sites with a total installed capacity of 3,000 MW. Details of the sites are provided in Appendix 1.

Company registration

Registration period is from 9:00 AM to 5:30 PM on August 14, 2026. Applications will not be accepted outside this time. Interested and qualified enterprises must submit written registration documents in person at the Ganzi Prefecture Development and Reform Commission, Office 504 (Address: No. 136 Guangming Road, Lucheng Town, Kangding City, Ganzi Prefecture). The format and content of the documents are detailed in Appendix 2. After the registration deadline, the qualifications of applicant enterprises will be reviewed centrally, and the results will be communicated to the applicants within 3 days.

Application requirements

An enterprise may apply independently or form a consortium. The applicant entity (or consortium members) must obtain a legally valid written authorization from its group headquarters (the highest-level parent company). A consortium must sign a consortium agreement clarifying the rights and obligations of the lead and member parties before applying. The applicant entity (or the lead entity of a consortium) must have clean energy development qualifications and a total installed capacity of completed and under-construction PV stations in China of no less than 500 MW. The applicant entity (including its parent company) must have had total assets of at least 2 billion RMB and net assets of at least 1 billion RMB as of December 31, 2025. For a consortium, the lead entity must have total assets of at least 1.5 billion RMB and net assets of at least 800 million RMB. The applicant entity must apply as a legal person. If a group authorizes a subsidiary to apply, it can only authorize one subsidiary. The group's application will be disqualified if it authorizes more than one subsidiary. The determination of whether different investment entities belong to the same enterprise group is based on the definition of "controlling shareholder" in the "Company Law" and the interpretation of "control right of a listed company" in the "Administrative Measures for the Acquisition of Listed Companies" by the China Securities Regulatory Commission. Enterprises with the same legal representative or with controlling or management relationships are not allowed to apply for the same project simultaneously. The applicant entity must have no false records in its financial accounting statements, no major illegal or irregular activities in its economic activities, no bad credit records, no related administrative penalties, and must not be listed on the "China Government Procurement Network" (http://www.ccgp.gov.cn) or the "National Enterprise Credit Information Publicity System" (https://www.gsxt.gov.cn) as a seriously dishonest enterprise. It must also not be listed as a person subject to enforcement for dishonesty on the "Credit China" credit system (https://www.creditchina.gov.cn) or on the "blacklist" of Sichuan Province or Ganzi Prefecture. The applicant entity must not be in a state of being ordered to suspend business, have its application qualification suspended or revoked, etc. Entities that have failed to meet the required construction schedule for clean energy projects in Ganzi Prefecture or have not fulfilled commitments made in their previous PV project application materials are not eligible to apply for this project. For consortium applications, if any member enterprise falls into this category, the entire consortium is ineligible. Performance certificates issued by the local government of the project site will be used to verify fulfillment. If fewer than 3 qualified entities apply, the project developer selection process will be suspended. Applicants whose registration qualifications are approved must pay a security deposit of 800,000 RMB in cash. The deposit will be returned to each applicant within 5 working days after the selection results are announced. Selection document acquisition

The documents can be obtained from 9:00 AM to 5:00 PM on August 17, 2026. Applicants must bring the qualification review result notice and the bank receipt for the security deposit payment to the Ganzi Prefecture Development and Reform Commission, Office 510 (Address: No. 136 Guangming Road, Lucheng Town, Kangding City, Ganzi Prefecture) to collect the "Selection Notice" and related documents. A USB drive is required. Failure to collect the Selection Notice on time after passing the qualification review will be considered a voluntary withdrawal from the project application.

Selection evaluation

Specific details regarding the selection evaluation will be based on the "Selection Notice". A template for the application proposal is available. The announcement was issued by the Ganzi Prefecture Development and Reform Commission on August 12, 2026.
