Shinan District held a press conference on the morning of the 21st to detail its latest efforts in advancing high-quality and full employment, officially releasing the "Several Measures of Shinan District to Promote High-Quality and Full Employment." The new framework introduces six major action plans designed to strengthen the region's employment ecosystem.

These measures are built around 19 specific initiatives covering six key areas: refining employment promotion mechanisms, upgrading vocational skills, assisting key demographic groups, fostering entrepreneurship through employment, enhancing public employment services, and reinforcing rights protection. Together, they aim to create an integrated, full-chain, and comprehensive employment service system to support the district's high-quality development.

A distinctive feature of the new policy is its focus on strengthening the employment-oriented approach to economic growth, closely tied to the region's "1+6+1" industrial system. The measures are designed to unlock employment potential in emerging sectors such as the digital economy, marine technology, life sciences, and new energy, as well as in characteristic service industries like elderly care, housekeeping, tourism, culture, and healthcare, with an emphasis on cultivating new quality productive forces tailored to local conditions.

The district is also actively exploring the creation of demonstration zones for high-quality and full employment and employment-friendly sub-districts. Additionally, it aims to support new business models and emerging professions, including flexible employment, to generate fresh job growth opportunities.

To address structural employment mismatches, Shinan District is implementing a vocational skills enhancement initiative, positioning itself as a "reservoir" for new-type skilled talent. This includes expanding vocational training programs, implementing a lifelong vocational training system, and advancing the construction of AI practical training bases to optimize the structure of the skilled workforce.

Furthermore, the district is launching an "AI + high-quality full employment" initiative to explore the coordinated development of artificial intelligence and employment. This involves supporting AI-related market entities and educational institutions in jointly establishing AI internship, practical training, and training bases, while also promoting the in-depth application of AI technology in areas such as career guidance and supply-demand matching.
