According to an October 2 statement from the main official of the Hanchuan City Market Supervision Bureau in Hubei Province, the bureau has further improved its long-term regulatory mechanism for triple-medical linkage and joint governance by routinely implementing a coordinated "comprehensive inspection once" regulatory model.

It is reported that Hanchuan City has focused on regulatory pain points and enterprise difficulties in the pharmaceutical sector, including multiple inspections, repeated inspections, and inconsistent standards. Relying on the pilot reform of triple-medical coordinated supervision, the city has innovatively introduced a new joint regulatory model featuring "one entry, comprehensive checkup, and comprehensive inspection once." This effectively integrates regulatory and law enforcement resources from market supervision, health, and medical insurance departments, breaks down departmental regulatory barriers, and achieves integrated regulatory strength, merged regulatory items, and improved regulatory efficiency.

The city adheres to the principle of one entry and integrated linkage. It consolidates inspection items across multiple fields, including drug and medical device quality and safety, medical institution practice standards, diagnosis and treatment service behavior, medical insurance fund use, pharmaceutical pricing and charging, and advertising compliance. The three departments jointly formulate an annual joint inspection list and implement "unified planning, unified entry, unified inspection, and unified summary," eliminating multiple entries and repeated disruptions to enterprises. This significantly reduces the inspection burden on medical institutions and enhances the standardization and coordination of regulatory work.

The city implements comprehensive checkups and full-area screening. It changes the previous model of spot checks by a single department on a single item and instead conducts full-coverage, penetrating inspections based on "comprehensive checkup" standards. For inspected medical institutions, it verifies item by item across all links and the entire chain, including qualification compliance, drug and medical device storage and transportation, quality management, prescription issuance, diagnosis and treatment behavior, medical insurance settlement, price disclosure, and ledger management. It comprehensively screens quality and safety risks, practice risks, and fund risks, ensuring no blind spots in hidden dangers and no omissions in risks.

The city deepens comprehensive inspection once and closed-loop disposal. It establishes a closed-loop mechanism for unified collection, classified assignment, clue transfer, joint analysis, and rectification review of issues found in joint inspections. Problems discovered during inspections are subject to "list management, rectification within a time limit, and follow-up review." For suspected cross-field illegal and non-compliant clues, it immediately launches a mechanism for two-way transfer of departmental clues, multi-investigation of one case, and joint punishment, achieving one inspection, multi-party recognition, comprehensive disposal, and full-process results.

The city's triple-medical coordinated joint regulation effectively enhances risk source prevention and control, precise regulation, and systematic governance capabilities in the pharmaceutical sector.
