The Hainan Provincial Market Supervision Administration has conducted supervisory spot checks on paint and coating products manufactured within the province in 2025. A total of 22 product batches were inspected. The tests revealed that 2 batches failed to meet the required standards, resulting in a non-compliance rate of 9.1%.
The inspection was carried out according to the requirements of standards including GB/T9755-2014, GB/T9756-2018, GB 18582-2020, JG/T 157-2009, and JG/T 298-2010. The tested items included: - For interior building putty: Volatile Organic Compound (VOC) content, Cadmium (Cd), Lead (Pb), Mercury (Hg), Chromium (Cr), workability, sandability, surface drying time, condition in container, free formaldehyde, and the sum of benzene, toluene, ethylbenzene, and xylene. - For exterior wall building putty: Surface drying time, sandability, water absorption, alkali resistance (48h), condition in container, workability, water resistance (96h), flexibility of the putty film, VOC content, total content of aromatic hydrocarbons, formaldehyde content, Cadmium (Cd) content, total Lead (Pb) content, Mercury (Hg) content, and Chromium (Cr) content. - For synthetic resin emulsion interior wall coatings: Condition in container, workability, low-temperature stability (3 cycles), surface drying time, film appearance, contrast ratio (white and light colors), alkali resistance (24h), scrub resistance, Cadmium (Cd) content, total Lead (Pb) content, Mercury (Hg) content, Chromium (Cr) content, total content of aromatic hydrocarbons, formaldehyde content, and VOC content. - For synthetic resin emulsion exterior wall coatings: Coating temperature change resistance (3 cycles), water resistance (96h), scrub resistance (2000 cycles), surface drying time, contrast ratio (white and light colors), workability, condition in container, film appearance, alkali resistance (48h), low-temperature stability, dirt resistance (white and light colors), total content of aromatic hydrocarbons, formaldehyde content, and VOC content.
The inspection identified 2 batches that did not conform to standard requirements. The specific non-compliant items were scrub resistance and flexibility of the putty film. - Failure in scrub resistance is characterized by a low number of scrub cycles before failure. The primary hazards include: 1) The paint film is prone to discoloration and chalking during routine cleaning; 2) The film is easily damaged, leading to wall cracks, peeling, water seepage, and a reduction in the wall's service life. - Failure in putty film flexibility is characterized by the appearance of mesh patterns, cracks, and peeling. The main hazards are: 1) Increased likelihood of wall cracking; 2) Problems with the topcoat layer, causing wall surface peeling; 3) Compromised overall wall performance, as cracks can become pathways for moisture and dust, potentially leading to internal mold or further structural damage.
The non-compliant products identified in this inspection have been handed over to the local market regulatory authorities where the manufacturing units are located for processing according to the law.
